
ArmInfo. Planned amendments to Armenia's Electoral Code could deprive Armenian citizens of the right to participate in elections, following the example of Moldova, as stated by Russian Foreign Ministry spokesperson Maria Zakharova during a briefing.
According to TASS, the diplomat commented on the new amendments planned by the Armenian authorities, according to which citizens will be able to participate in votes and referendums only if they have actually resided in the country for six months prior to the election day.
"As is obvious, laws are intended to protect the rights of citizens of a given country, but here it seems to be the opposite: people with Armenian passports are being deprived of some of their fundamental rights, in particular the right to participate in elections," she said. "Considering the active work of European specialists in the country, one can't help but recall the 2025 election campaign in Moldova, when [Maia] Sandu's regime deliberately did everything to prevent compatriots in Russia from exercising their right to vote. The same is true in Armenia: the diaspora will remain segregated from the socio-political life of their country and their people," the Russian diplomatic representative noted.
Zakharova also pointed out how the bill is being presented to the public in the media. "We saw that several pro-government media outlets presented it as a means to combat the Kremlin's mythical hybrid attacks, which were allegedly attempting to harness the resources of the Armenian diaspora in Russia in the context of the parliamentary elections. You know, I think this myth simply falls apart when confronted with the figures publicly presented by the Armenian National Security Service. According to their data, more citizens entered the republic in May-June 2025 than in the same period this year. So, who, in the end, is dishonest?" the official representative of the Russian Foreign Ministry concluded.
