
ArmInfo. Armenian Minister of Economy Gevorg Papoyan announced the termination of the license of the Shangri La casino (ONIRA CLUB LLC), owned by renowned businessman and leader of the Prosperous Armenia Party, Gagik Tsarukyan.
On his Facebook page, the minister attached a supporting document outlining the rationale for the decision. Specifically, the source states that the data in the March 2026 financial flow report submitted by ONIRA CLUB LLC to the regulatory authority does not correspond to the readings of the slot machine meters obtained during the audit, specifically the Bet (bets), Win (winnings), In (cash receipts), and Out (cash withdrawals) indicators.
These discrepancies were classified as distorted and inaccurate information. Therefore, the casino license was deemed invalid.
"This order may be appealed administratively within two months of its entry into force or in the Administrative Court of the Republic of Armenia within the timeframes established by the legislation of the Republic of Armenia," the order states.
As a reminder, following a recount of the votes in the parliamentary elections, Gagik Tsarukyan's Prosperous Armenia Party failed to overcome the 4% parliamentary threshold, receiving only 3.9893%. This occurred after the Armenian Central Election Commission annulled the results of three polling stations where his party had received more than 200 votes. In response, the legal team for Prosperous Armenia announced its intention to appeal to the Constitutional Court to order a new vote at these three polling stations.
It should also be noted that from the parliamentary rostrum, during the campaign, and in other speeches, Armenian Prime Minister Nikol Pashinyan has repeatedly threatened the opposition forces. Calling the latter a "three-headed war party," referring to the Armenia bloc (leader Robert Kocharyan), the Strong Armenia party (leader Samvel Karapetyan), and Prosperous Armenia (leader Gagik Tsarukyan), he stated that one of the most important tasks of the government and the parliamentary majority will be to eradicate the "three-headed war party and the associated criminal-oligarchic system" from Armenia's political life. Pashinyan also threatened Tsarukyan with the confiscation of the Ararat Cement Plant in favor of the state. The company is one of the largest cement producers in the country. In 2002, the plant was privatized by the Multi Group concern and renamed Ararat Cement CJSC.
It is also worth noting that since the beginning of last week, inspections have been underway at dozens of companies owned by Gagik Tsarukyan.
