ArmInfo. The authorities have turned a peace treaty into a fetish, equating it with the Bible, yet relations can be developed even without signing such a document, as stated by Robert Kocharyan, Armenia's second president and prime ministerial candidate from the "Armenia" bloc, in Meghri.
Noting that international diplomatic practice includes the concept of "agree to disagree," Kocharyan pointed out that dozens of countries with ongoing territorial and border disputes successfully maintain diplomatic relations and expand mutual trade. In this context, the politician highlighted China and India, Spain and Morocco, Spain and the United Kingdom, as well as Russia and Japan, adding that dozens of such examples exist. These nations, according to him, do not aim to wage war against one another despite having unresolved territorial disputes, even without signing a formal peace treaty.
"Yes, we must maintain relations with Azerbaijan. Ultimately, we are neighbors. As for what happened in Karabakh, by agreeing to disagree, you acknowledge that these problems exist and make others aware of them. However, this should not become an obstacle to the development of relations," Kocharyan stated.
