
ArmInfo. Vladik Khachatryan, a participant in the First Artsakh War who was forcibly displaced with his family from the Nagorno-Karabakh Republic (NKR), has been served an eviction notice for his service apartment. Artsakh lawyer Roman Yeritsyan shared this information on his Facebook page.
According to the lawyer, this is another inhumane and underhanded action directed against the Artsakh military. Yeritsyan explained that, according to the notification, Khachatryan must vacate the 45.5-square- meter service apartment allocated to him in 2007.
"This notice was sent to an active participant of the Artsakh War, who served as Artsakh's Deputy Minister of Defense in the 2000s, holds the military rank of Major General since 2004, and is a recipient of the NKR 'Order of the Combat Cross' 2nd Class, the Order of Vardan Mamikonyan, and Armenia's Medals 'For Courage' and 'For Military Merit.' He also served as Artsakh's Minister of Education and Science from 2007 to 2012, Head of the Martakert Regional Administration from 2012 to 2017, Director of the State Emergency Service from 2017 to 2020, and Chief Compulsory Enforcement Officer of the Republic of Artsakh from 2020 to 2021," the lawyer noted in this regard.
Furthermore, Yeritsyan drew attention to the fact that Khachatryan currently has a lifelong Group 2 disability, and the apartment is the sole place of residence for him and his family members in Armenia. "He is also the husband of Armine Mosyan's aunt (the daughter of field commander Meruzhan Mosyan, who died in the 1993 Artsakh Liberation War – ed.), a victim of the metro incident involving Prime Minister Nikol Pashinyan," the lawyer noted.
In connection with this matter, Yeritsyan reported that a lawsuit has been filed with the Administrative Court of Armenia demanding an injunction to prohibit the Ministry of Defense of Armenia from carrying out the aforementioned actions. This is not the first such incident; Yeritsyan previously reported that the Armenian authorities had sent similar eviction notices to other former Artsakh state officials.
