According to him, the "Armenia Proposal" program should be a comprehensive plan reflecting Armenia's post-war recovery and formulating new national short-term and strategic goals. It should imply mutual agreement on governance principles for the coming years and the establishment of new rules of coexistence, which will include a clear and strict list of "don'ts." The Armenia of tomorrow must have a society with a mentality of mutual respect, the ability to listen to one another, make concessions, and be tolerant.
"Our internal aggression, shaped by forced poverty, must disappear as a social trait. The primary task is to revive positive national traits-intensive propaganda, rethinking, and reconstructing the image of a literate and dignified Armenian. This must become one of the most important processes in Armenia and the Armenian world. We must destroy the image of the pathetic, broken, materialistic Armenian, which is unfortunately now encouraged. In the coming decades, we must prioritize this issue, working from early childhood.
We must have the courage to fully comprehend what has happened to us since 2018, to go through a period of public shame and repentance. We must understand why state institutions were so weak and how one person was able to replace all systems with his personality and do whatever he wanted without interference. We need to understand how the social layer of henchmen, all those who carry out illegal orders, is formed, and how to prevent such a recurrence.
Finally, we need to create a system that will ensure no one can ever rule Armenia alone. Create mechanisms and counterweights so that no one can ever lead the country to a historic tragedy with their unilateral decisions, so that a situation never again arises where the country's future depends on the wishes of the Aliyevs. Let's take a close look at our course over the last century. It has recorded a systematic decline in our territory and population. Armenia faces the simultaneous danger of brutal aggression and hybrid assimilation by its neighbors. Our statecraft and national seriousness lie in recognizing this acute challenge and neutralizing it with exclusively competent steps. We must have the right statecraft to move toward post-war reconstruction and lay the foundation for a modern Armenian state," Vahe Hovhannisyan emphasized.
