


ArmInfo.The participation or non-participation of dual citizens in elections is determined not by the Central Electoral Commission, but by the Constitution and laws of Armenia. This was stated by CEC Chairman Vahagn Hovakimyan at the plenary session of the National Assembly on April 15, responding to a question from independent MP Gegham Nazaryan.
Nazaryan, in particular, raised the question of why citizens of foreign countries with Armenian passports should decide for Armenian residents.
In response, Hovakimyan recalled the provisions of the RA Constitution, according to which citizens who have reached the age of 18 have the right to vote. The Electoral Code, in turn, ensures the implementation of this right.
Moreover, the country's Basic Law does not prohibit citizens from moving freely, including while residing abroad. The only requirement for voters is to be present in the republic on election day and vote at one of the polling stations.
However, the MP was not satisfied with the CEC head's response. He stated that it is unacceptable for residents of other countries residing in the country to decide for Armenian citizens who should be in parliament. Nazaryan noted that Vahagn Hovakimyan, who has served as CEC Chair for several years, could have joined the current National Assembly with a legislative initiative aimed at addressing this issue.
