It is envisaged to step-by-step reduce 12 inspection bodies to 6. It is also planned that the Police, according to the new version of the Constitution, from the body under the Government will become a body subordinate to the Prime Minister of the country. According to the bill, the head of government also approves the Charter and sets the maximum number of police officers. And the chief of police within its structure can create infrastructural divisions. The Government and the Prime Minister will monitor the activities of the Police. The bill also introduces the procedure for appointing heads of government bodies, with the exception of the chief of the General Staff, since the armed forces are governed by the government of the Republic of Armenia, the maximum number of statutory units. An approximate charter of all bodies is defined by the RA government. Among the bodies subordinate to the ministries, Harutyunyan singled out two - state ceremonial services and a general staff. Heads of government bodies are appointed and dismissed by the Prime Minister of RA at the suggestion of heads of relevant ministries. The bodies of the system of state administration may have their own off-budget funds, which at the same time cannot be replenished due to accrued penalties and pennies. The law will come into force from the day the newly elected president of Armenia takes office.
