Forcibly displaced Nagorno-Karabakh Armenians must have all social guarantees in Armenia, RA Minister of Labor and Social Affairs Narek Mkrtchyan stated on November 21, presenting amendments to the laws "On State Pensions" and "On State Benefits" in the National Assembly of the Republic of Armenia.
According to him, in essence, the Cabinet of Ministers proposes to equalize the rights of internally displaced persons and refugees. This means that a person, regardless of whether he is a citizen of a foreign country or a stateless person, is entitled to receive pensions. However, taking into account the large number of internally displaced persons, the package proposes to grant the RA government the right to apply a number of features in the implementation of this right. In particular, when calculating state pensions, the length of service acquired during work in Nagorno-Karabakh will be taken into account.
The government will determine the rules for calculating pensions of forcibly displaced persons. Pensions in Armenia will be received by those refugees from Nagorno-Karabakh who already received them in their homeland. At the same time, the RA government will be given the right to establish the size and procedure for calculating pensions for those newly applying for them. It is also envisaged to begin paying military pensions for those employees of the Artsakh defense department, the Ministry of Internal Affairs, the Rescue Service and the Service for the Execution of Judicial Acts who already received it in their homeland.
As for benefits, as the minister noted, they will be paid in accordance with the approved procedure for old age, loss of a breadwinner, etc. The Cabinet of Ministers, by its decision, will determine the procedure for paying benefits for birth and child care. To implement projects, it is planned to update the database.
