The information regarding the 16 persons captured by Azerbaijan as a result of the military aggression on September 19-20, including the military-political leaders of Artsakh, military personnel and civilians, was transferred to their families. Hasmik Samvelyan, the spokesperson of the office of Armenia's representative for international legal matters informed.
According to her, the relatives of the prisoners were provided with information about their state of health, conditions of detention, as well as their photographs.
"The representative of Armenia received this data through the ECHR. The International Court, at the request of Armenia, turned to Azerbaijan, and Baku transferred data on the captured persons to the ECHR. Information about whether these people have been subjected to torture, whether their rights are protected, or whether they have health problems has not yet been provided.
Now is the stage of objections. In other words, if the Armenian side, based on the information received about the prisoners, records violations of human rights, it will submit objections to the International Court," Samvelyan told the RFE/RL's Armenian service.
Azerbaijan officially confirmed the fact of the detention of ex-Minister of State of Artsakh Ruben Vardanyan, former deputy commander of the Armed Forces of Artsakh, General David Manukyan, former commander of the Artsakh Autonomous Region, General Levon Mnatsakanyan, former Minister of Foreign Affairs of Artsakh David Babayan, former President of the Republic of Artsakh Bako Sahakyan (2007 - 2020), former President of the Republic of Artsakh Arkady Ghukasyan (1997-2007), Speaker of the National Assembly of Artsakh David Ishkhanyan, former President of the Republic of Artsakh (2020- 2023), former Minister of State (2007-2018) Arayik Harutyunyan.
However, the total number of prisoners of war and civilians held in Azerbaijan since the fall of 2020 is still unknown. According to human rights activists, several hundred military and civilians are being held hostage in Baku prisons. The international community and human rights organizations turn a blind eye to this fact.
