ArmInfo. The Artsakh Parliament appealed to the UN member states to recognize the independence of the Nagorno-Karabakh Republic.
The statement of the National Assembly of the NKR, in particular, notes: " Considering the genocidal policy pursued by Azerbaijan towards the people of Artsakh and the most serious existential threats faced by its population, the National Assembly of the Nagorno- Karabakh Republic (Artsakh) which is the highest representative body endowed with a primary mandate of the people of Artsakh, expressing the will and position of the entire population of the republic, calls on the UN member states:
Guided by the principle of the right of nations to self-determination enshrined in the UN Charter, taking as a basis the September 2, 1991 declaration "On the Declaration of the Republic of Nagorno-Karabakh", the results of December 10, 1991 referendum on independence, the Law of January 6, 1992 of the NKR Supreme Council "On the Basics of the Independence of the Nagorno-Karabakh Republic", the decision of January 6, 1992 of the NKR Supreme Council "On approving the text of the NKR state independence declaration", to recognize the independence of the Republic of Nagorno Karabakh (Artsakh).
There is no doubt that there are all the necessary grounds for recognition. The Nagorno-Karabakh Republic (Artsakh) exercised its right to self-determination without violating the territorial integrity of Azerbaijan, without violating the relevant provisions of the Constitution of the USSR, the definition of the Law of April 3, 1990 "On secession from the Union of Republics from the USSR", according to which "autonomous republics and autonomous formations have the right to independently decide on the issue of staying in a Union or secession from a Union, as well as to regulate the issue of their own state-legal status", all norms of international law.
We are more than convinced that the recognition of the Nagorno-Karabakh Republic (Artsakh) by the UN member states will become a reliable guarantee of the security of our people, will contribute to the creation of favorable conditions for their normal life in their historical homeland, and will also ensure stability, long-term and lasting peace in the South Caucasus. We are deeply convinced that the only way to prevent the impending tragedy is to recognize the independence of the Nagorno-Karabakh Republic (Artsakh) on the basis of the principle of RECOGNITION FOR THE SAKE OF SALVATION."
The NKR National Assembly also recalled that the indigenous population of the Nagorno-Karabakh Republic, which is under the Azerbaijani blockade, is on the verge of deportation and is facing the threat of extermination from the Azerbaijani authorities. The legislative body of Artsakh also noted that, pursuing the undisguised goal of depopulating and forcibly annexing Artsakh, violating with impunity the existing norms of international law, Azerbaijan is consistently illegally occupying new territories of the Nagorno-Karabakh Republic (Artsakh), regularly targeting Armenian settlements, killing and terrorizing the civilian population , in every possible way violates its normal life, making the life of people unbearable, and at the same time commits acts of vandalism against the Armenian historical and cultural heritage.
