ArmInfo. Levers similar to the PACE resolution adopted the other day are capable of changing the behavioral line of Baku. A similar opinion was expressed to ArmInfo  by  Head of the Armenian Institute of International and Security  Affairs (AIISA) Stepan (Styopa)Safaryan.

"Accordingly, Armenia needs like air such levers that can bridle  Azerbaijan and be used against Azerbaijan. Not wishing to obey such  documents, Baku at the same time is not able to neglect them.   Armenian delegates are the best confirmation of this, "he said.

On September 27, the Parliamentary Assembly of the Council of Europe  adopted a resolution "Humanitarian consequences of the conflict  between Armenia and Azerbaijan / Nagorno-Karabakh conflict". 47 PACE  representatives, including Armenia, voted for the adoption of the  document prepared by the Irish parliamentarian Paul Gavan. 16,  including Turkey and Azerbaijan, voted against, and 3 abstained.  The  document includes information obtained following Gavan's visits to  Armenia and Azerbaijan and information provided by Armenian and  Azerbaijani politicians.

In general, positively characterizing the document adopted by the  PACE, the analyst stressed that it could have an even more  pro-Armenian character. Noting the large volume of work done,  Safaryan noted that if before the trip to Strasbourg, the Armenian  parliamentarians held consultations in Yerevan, and the delegation  was represented not by four MPs from the ruling party, but by its  full composition, the results could be completely different.

According to Safaryan's estimates, the resolution could fix more  problems that would subsequently be constantly monitored and  referenced to, which would allow Armenia to exert more pressure on  Azerbaijan.  In his opinion, if the Armenian delegation to PACE acted  on the basis of a more thoroughly worked out strategy, it would  undoubtedly be able to prevent the success of the Turkish-Azerbaijani  tandem.

For example, the problem of  refugees from Hadrut and Shushi, cultural heritage, many other  humanitarian problems. It was an excellent chance to refresh the  problem of Artsakh, correctly formulate its humanitarian essence. It  is also clear that we are not alone in the world with our wishes and  it was impossible to fix them all in the resolution.
