ArmInfo.Political pragmatism will become a key component of the pre-election program of the Armenian National Committee of Levon Ter-Petrosyan. Deputy Chairman of the ANC Levon Zurabyan stated this on June 7 at the presentation of the party's program.
He noted that this is due to the fact that the ANC knows firsthand that all victories are acquired only when your state policy is based on realistic calculations, with correct geopolitical assessments and, most importantly, on pragmatism.
According to him, that is, when developing a state development policy, the country's resources, the situation around the state, as well as international norms are taken into account.
"We also know that the state loses when it deviates from this path, resorts to adventures when you start demanding more from the world than it can give you. Unfortunately, the tragic 44-day war is the result of this adventure, the result of the fact that in 1998, Armenia deviated from the right path and came to where we are today, "Zurabyan said, assuring that the program they are proposing today is not a standard one, it is a special project to save Armenia and its statehood. He assured that this is a new way for Armenia, which consists of 8 parts.
ANC spokesman Arman Musinyan, representing the security sector, noted that there are two important areas of activity in this area: the restoration of the seriously damaged military industry, which needs urgent reanimation, and Armenian diplomacy, which has become an anachronism over the past 23 years and its restoration is of vital importance. He reminded that it is with the help of diplomacy that Armenia will have to conduct a dialogue with other states, including the countries of the region.
"Firstly, we need to create with Russia new bilateral mechanisms aimed at developing the security sector, which will allow us to neutralize existing threats in the short term, and to establish security pillars of our state in the long term. We need, together with Russia and the OSCE Minsk Group, with the participation of Azerbaijan to be involved in active negotiations on resolving the issue of the status of Artsakh, which in turn should lead to the conclusion of a long-term agreement with Baku to end the war, and can create the basis for further normalization of Armenian-Azerbaijani relations in the future, " Musinyan said. At the same time, he added that apart from the above mentioned, today the most important task in Armenia is the restoration of state administration, without which the implementation of these goals is impossible. He also pointed out the importance of restoring public solidarity and harmony.
In turn, ANC vice-chairman Arman Manukyan spoke about the programs offered in the field of constitutional law and revealed the reasons why Armenia should return to a semi-presidential form of government. He recalled that back in the early 1990s of the last century, the RA had a sad experience of the parliamentary form of government, which led to a crisis, since for months the political forces could not come to a consensus on this or that issue. Manukyan called the transition, following the results of the 2015 referendum, to a parliamentary form of government, aimed at retaining state power, subjective and erroneous. "Today, this government system is not able to address the challenges facing the country. We do not praise the semi-presidential system, or say, for example, that the parliamentary system is bad, and the presidential system is good. Not at all, I would like to state that this system is efficient and very convenient for states in transition period, "said Manukyan, adding that the most important factors in this governance system is the fact that citizens participate in the election of the president.
The ANC representative accused third President of the Republic of Armenia, Serzh Sargsyan, of depriving citizens of the most important thing - participation in the political life of the country. He once again stressed that in the conditions in which Armenia is today - the return to a semi-presidential form of government will be one of the main goals of the ANC.
In turn, Zurabyan said that the key component of the country's economic development will be the emphasis on the latest technologies. "We will develop the military-industrial complex of the Republic of Armenia based on advanced experience, which will allow us to create an Armenian army that meets modern criteria. We have compiled 20 points that, in our opinion, will give an impetus to the economic development of our country and among them state funding for research enterprises. We propose allocating 1% of the country's GDP for this. It is also about working on a model of partnership between the public and the private sector by creating an enterprise in the field of information technology, fulfilling military-industrial goals. In addition, the production of lithium batteries is becoming a new word in the energy sector, as well as the opening of Armenia to financial technologies such as blockchain and cryptocurrencies. We are focused on the future, and we wish to develop Armenia on new technological foundations, "Zurabyan said.
Bagrat Asatryan and Tatev Zoryan spoke about the integration program, including the economic one - from the opportunities that open up for Armenia in establishing interaction between the EAEU and the EU, to the benefits of integration into large regional projects. Anna Gevorgyan spoke about the ways to eradicate the economic blockade, which has created many problems for Armenia over the past decades. The ANC also spoke about activities in the health sector and other industries of interest.
