ArmInfo.Azerbaijani President Ilham Aliyev is now experiencing significant concern about the prospect of the West's return to the Karabakh conflict settlement process. A similar opinion was expressed by ArmInfo political scientist Stepan Grigoryan.
"Among other things, this is due to Aliyev's awareness that the appearance of the West in the process will lead to a change in Russia's current position. In recent months, the latter has already realized the complexity of the process of reaching agreements, especially Aliyev's ability to negotiate, and now it is gradually shifting responsibility to the West. This, in principle, corresponds to the interests of Armenia, since together Russia and the West will be able to keep Azerbaijan within the limits assigned to it to a certain extent," he stressed.
According to the political scientist, the Azerbaijani president is also aware of the importance of the settlement principles for the two countries of the OSCE Minsk Group: USA and France. In his opinion, these principles and their implementation are as important for these two countries as their own interests in the South Caucasus. In this light, Grigoryan noted that Baku can not even hope to receive an indulgence from the West for the war crimes committed in Artsakh, for the "park of war trophies", for the Armenian prisoners held. It is the understanding of all these realities, according to the political scientist, that determines Azerbaijan's reluctance to restore the Minsk settlement format. Plus, in this format, there is still an unresolved issue of the status of Artsakh. A question regularly and clearly voiced by both Washington and Paris. And the fact that the Russian co-chair also insists on the" return " of the OSCE Minsk Group is due to nothing more than an increase in the degree of arrogance of Aliyev.
"In Moscow, the authorities are far from naive people. And they, of course, can not regret their own actions during last year's war in Artsakh. But, at the same time, they are well aware of the seriousness of the current situation as a consequence of this war. This is the source of Moscow's participation, interest and cooperation with the West in the restoration of the Minsk format for the settlement of the conflict, " Grigoryan concluded.
