ArmInfo. The main task of the Supreme Judicial Council is to ensure the independence of the judicial system in Armenia. This was stated from the rostrum of the parliament by the candidate for the post of member of the Supreme Judicial Council Gagik Jhangiryan.
Jhangiryan noted that the Supreme Judicial Council should be a completely independent structure to ensure the independence of judges and courts. "The Constitution stipulates the need for the independence of the Council as an institution. Moreover, when elected to the post of the Council judge, Council members are not accountable to the political force that nominated him for this post. Consequently, the independence of the Council as a structure is obvious, "he stressed.
The candidate noted that the Supreme Judicial Council includes both judges and legal scholars, in equal parts. That is, to make a decision, the consent of both parties is required, which is a balancing factor.
"Moreover, legal scholars, members of the Supreme Judicial Council, have no right to be members of a political force. Supreme Judicial Council is not headed by a president or a representative of the legislative or executive branch. It follows from everything that all constitutional conditions have been created to ensure the independence of the Supreme Judicial Council. The issue of the independence of judges and the judicial system is now of great concern to the Armenian public. Judges should be independent, but not only from the legislative and executive branches. Judges should be independent from rich people, from representatives of the criminal subculture, representatives of various political forces. Moreover, the lower courts should not be dependent on the higher courts. Unfortunately, our judicial system has not become fully independent. We need to do everything possible to get rid of judges who, by their actions, discredit the judiciary in Armenia. Such judges have no place in our judiciary, we should deal with this issue>, - emphasized Jhangiryan. According to Jhangiryan, his main goal is to contribute to the creation of an independent judicial system in Armenia.
