ArmInfo. Reforming the political system of Armenia continues to be a precondition necessary for the changes we are expecting. Chairman of the Public Council of Armenia, analyst Stepan Safaryan, expressed a similar opinion to ArmInfo.
"We have repeatedly reminded and continue to remind the authorities of the need to implement at least three components of the reforms: reform of the Constitution, which is in its infancy, but quite essential for the establishment of a political system, reform of the Law on Parties, which will allow to demonopolize the political field. As well as reform of the Electoral Code for almost the same purpose, " the Chairman of the Public Council said.
Safaryan considers the need to change the political rhetoric of the ruling force as another, no less important, precondition for the implementation of changes within the country. In his opinion, the criticism of the lawmaker of the "My Step" faction in connection with their rhetoric is completely justified. Safaryan believes that actions permissible for the opposition are impermissible for the authorities.
"The degree of responsibility of the authorities is extremely high, much higher than that of the opposition. Since it is the power that forms the political culture, it should serve as an example. In this light, I think that the implementation of these three reforms, coupled with a change in the political behavior of the authorities, will allow our country to embark on the path of those changes we want so much. At the same time, I want to remind you that the current opposition: Prosperous Armenia and Bright Armenia, before the election, positioned themselves as forces promoting the revolution, "Safaryan noted.
He recalled that, regardless of the initial criticism of the authorities, the "prosperous" entered parliament in order to implement the economic revolution. And the "brights" were perceived by the voters as a force that did not differ much from the "Civil Contract". However, over time, they transformed into a rather tough opposition to the revolutionary government and did not render it any assistance. Moreover, on the example of the latest actions of Edmon Marukyan, they actively throw sand in the government's machine.
According to Safaryan's forecasts, such a change in the behavior of two opposition parliamentary factions will lead to a radical change in their perception by their own electorate. According to him, already today, many citizens who elected them regretted their choice, because they brought them to parliament as a constructive political counterweight, but not a destructive opponent of the My Step bloc.
"As for the authorities, the disappointment of society with one incident (a fight in parliament - Ed. note) will deepen, and with another effective step its image will increase. This is a normal, generally accepted in the world, political process. And drawing any parallels between the current, legitimate and past illegitimate authorities is naive. Any incident could have become fatal for the previous illegitimate authority which lacked foundation. Meanwhile, legitimate authorities are not exposed to such high risks. As a result of incidents like the incident with Marukyan, the authorities lose popularity, but not the legitimacy. In other words, the government may have problems at the next election. However even these problems can be avoided if the authorities implement the aforementioned set of reforms and changes in their own behavior, ", the Chairman of the Public Counci concluded.
