This was announced on October 4  in an interview with reporters by the head of the Permanent  Parliamentary Commission on Foreign Relations, Ruben Rubinyan.

He noted that the Prime Minister of Armenia Nikol Pashinyan noted  that the Karabakh conflict can be resolved exclusively by peaceful  means, and if we want to achieve this, it is necessary that the  people of Armenia, the people of Artsakh and the people of Azerbaijan  come to an agreement on this decision.  "Pashinyan assumed that the  other side would take this initiative, as any decision is impossible  without the consent of the parties. And Aliyev's response shows that  he does not accept this formula, therefore, does not want a peaceful  solution to the conflict. I think that international partners will  fix this fact and draw the appropriate conclusions, " the MP said.

When asked what the answer of Armenia will be, Rubinyan said that the  response would be the constant advancement of the Armenian position,  actions in the logic of peace, the constant strengthening of the army  and the defense sector.

As for which solution is acceptable for Azerbaijan, Aliyev continued,  it consists in "restoring the territorial integrity of Azerbaijan",  recognized by the whole world, returning refugees and internally  displaced persons to their "ancestral lands, including in  Nagorno-Karabakh." Then, Aliyev accused Armenia of military  aggression.
