ArmInfo.On the issue of the Karabakh settlement, we are moving on the agenda, which was outlined in the speech of Prime Minister Nikol Pashinyan in Stepanakert at a joint meeting of the Security Council of Armenia and Artsakh. Armenian Foreign Minister Zohrab Mnatsakanyan stated this on March 15 in an interview with journalists.
He noted that Armenia had new approaches in the issue of the Karabakh settlement, and on them the Armenian side wants to continue negotiations with Baku. Regarding whether this concerns the Madrid principles, the minister stressed that there are a number of different issues on the agenda. "If we consider these principles as a certain plane, within which the parties are engaged in finding solutions based on concessions and consensus, then it exists. As we all know, there are 3 principles and 6 elements. But the whole matter, how they are perceived and interpreted We have already noted that the issues of the status and security of Artsakh, which are designated in these principles and elements, are of paramount importance for us in this matter, "the minister stressed.
Mnatsakanyan said that the interpretation and the combination of approaches, positions and obligations are very important in this matter. According to the minister, there should be no imbalance. "It cannot be that one side constantly gives way to the other, such an approach does not work. The Karabakh issue concerns 150,000 people, the most important thing for us is their security," the minister stressed.
According to him, the Armenian side has new approaches in the matter of increasing the efficiency of the negotiation process; this is about involving Artsakh in the negotiations as a third party. "We all know that it is Stepanakert that has the decisive voice in resolving the conflict. However, this should not be interpreted as a precondition>, the minister stressed.
He also stated that Armenia is committed to an exclusively peaceful settlement of this issue. <But in order for the negotiations to be effective, you need to accept the need for Artsakh to participate in them. We need to create an atmosphere of trust, on both sides, " Zohrab Mnatsakanyan concluded.
