According to him, there was no statement that the government of Armenia refused from the agreements in Vienna and St. Petersburg. At the same time, the Deputy Minister of Foreign Affairs of Armenia noted that the agreement, for example, on expanding the office of the personal representative of the OSCE Chairman-in-Office under the leadership of Andrzej Kasprzyk has not yet been fulfilled due to the fault of Azerbaijan. When asked why in this case the Armenian side is going to meet with the leadership of Azerbaijan, which, in fact, does not fulfill the agreements reached in the past, Shavarsh Kocharyan replied: "It's very simple, since any meeting is preferable to the resumption of hostilities, meeting day also aimed at reducing the risk of resumption of militaryaction>.
Speaking about the issue of returning Artsakh to the negotiating table, Kocharian stressed that the OSCE Minsk Group co-chairs realize that this should happen with the mutual consent of the parties. As the deputy foreign minister pointed out, it is illogical to talk about a settlement if one of the conflicting parties does not participate in the negotiation process.
