The executive body, through purposeful policies and differentiated approaches, intends to take measures to integrate the country's economy into foreign markets, ensure the sustained growth of export volumes, and develop entrepreneurship outside Yerevan. To this end, it is envisaged to improve the efficiency of public administration, including by eliminating repetitive functions, inefficient bureaucratic procedures, excessive centralization and consolidation of the same functions in various government bodies and departments.
Modernization, automation and digitization of modern services, the creation of conditions for the application of the "single window" principle will allow the exchange of information only once.
It is also planned to implement measures for the effective management of public finances, including the introduction of an effective system of managing credit and grant programs and public debt. The implementation of these measures will ensure the financial sustainability of the country.
The government intends to direct borrowed funds to develop human capital and infrastructures in order to further increase export volumes and create additional opportunities for economic growth. To this end, it is envisaged to introduce a fair and transparent public procurement system, which eliminates conflicts of interest. Employment of citizens in the civil service will be based on knowledge and merit.
The executive body also intends to switch to a policy of strategic planning and a model of policy formation based on facts and data analysis. It is also envisaged to provide a safer environment for the population and consumers, to protect the interests of consumers through inspection bodies. In this regard, it is extremely important to balance the legitimate interests and rights of the state, society and economic entities through the introduction of new, modern methods of enhancing the responsibility and transparency of supervisory authorities. At the same time, state supervision should not imply unnecessary interference with the activities of economic operators; it is intended to help create a predictable and competitive business environment. In this regard, it is extremely important to simplify and modernize the system of regulations in certain areas, as well as to introduce efficient appeal mechanisms.
