ArmInfo. Restructuring the government in the current post- revolutionary and post-electoral situation will create a lot of confusion. Head of the Public Council of Armenia Vazgen Manukyan expressed this opinion.
According to him, it was necessary to wait at least a year with this process. "After the reforms in the Constitution, many laws began to contradict it, and now we need to address this issue," he said.
Referring to the decision to unite the ministries of culture, education and science, Manukyan noted that the structures of the governments of different countries differ from each other, but in all countries these ministries exist separately. "In a globalizing world, such a small country like Armenia should pay more attention to its culture," Manukyan said.
He also spoke against liquidation of the Ministry of Agriculture, since, according to Manukyan, this field is a priority for Armenia. But the most important areas, according to the former premier, are education and science for Armenia, without which progress in the country is not possible. "This ministry not only cannot be merged with another, but it should be divided into two different departments - the Ministry of Education and the Ministry of Science", Manukyan said.
As for the abolition of the Mininstry of Diaspora, then, as noted by Manukyan, all countries with a large Diaspora have such a ministry, and Armenia should not be an exception.
"In general, I consider the planned changes wrong. Another thing is that perhaps these ministries have a bloated apparatus, but this issue can be resolved by reductions, retraining of personnel and their labor arrangement in other spheres, " Manukyan said.
