As noted in the report of the supervisory authority, a criminal case was initiated on December 2 on the death of Juliet Ghukasyan on the grounds of p. 14, part 2, article 112 of the Criminal Code (Intentional infliction of serious bodily harm resulting in the victim's negligence, punished by imprisonment up to ten years - Ed.), urgent investigative actions were carried out, Armenian citizens and employees of the 102nd base were questioned, expert examinations were appointed.
According to the expert opinion received on December 10, sufficient evidence was received that a soldier of the Russian base, A.R. On December 11, A.R., who was currently at the base, was detained by the investigator of the Investigative Committee and the representative of the competent authority of the Russian Federation, in accordance with the procedure established by Article 8 of the Agreement between the Russian Federation and Armenia on the jurisdiction of cases involving the presence of the Russian military base in Armenia and mutual legal assistance. "

In connection with this, the Russian Embassy in Armenia issued a statement urging not to politicize the issue, since after the incident opinions began to sound about the need to withdraw the Russian military base from Armenia. Today, in an interview with journalists and. Prime Minister of Armenia Nikol Pashinyan said that it is impossible to politicize the criminal case against a soldier of the 102nd Russian base. According to him, it is also impossible to draw parallels between what happened on December 2 in Gyumri, where a 57- year-old woman was killed, and the shooting of the Avetisyan family in 2015 in the same Gyumri.
