The Turk headed a public non-profit structure, the purpose of which was to organize reciprocal visits between the Americans and the Turks; he also organized trips of American congressmen to Turkey and Azerbaijan. The ethics committee of the House of Representatives regulates the private visits of congressmen. According to the regulations, travel sponsors must fill out special forms confirming the sources of funding for the trip, and the sponsors and expenses should be clearly indicated. Oksuz falsified these forms, giving out false information about the financing of a number of congressmen's trips.
