ArmInfo.The Venice Commission of the Council of Europe will not hinder the process of sustainable development of Armenia. The chairman of the Venice Commission, Gianni Buquicchio, said this on the eve of the meeting with the acting First Deputy Prime Minister of Armenia Ararat Mirzoyan.
According to the press service of the government, the Venice Commission confirmed the recommendations on changing the Electoral Code at least a year before the elections, but noted that a special situation was created in Armenia. In turn, Ararat Mirzoyan, who is in Venice at the invitation of the Venice Commission of the Council of Europe, expressed gratitude to the commission for the effective cooperation of the Venice Commission and the Government of Armenia. After the meeting, Ararat Mirzoyan spoke at the 116th plenary session of the Venice Commission. He presented to the commission the process of reforming the Electoral Code of Armenia and the main changes that are proposed to be made in the Electoral Code. Ararat Mirzoyan also shared information about political events in Armenia and informed the Commission about the resignation of the Prime Minister. He noted that the early parliamentary elections are intended to take stock of the democratic peaceful revolution in the country, as well as overcome the existing political, institutional and constitutional crisis, forming a truly representative parliament, as the current legislative body, which was elected just a year ago, did not reflects the political will and preferences of the Armenian people. Chairman of the Supreme Judicial Council Gagik Harutyunyan, the representative of Armenia in the Venice Commission recalled the importance of ensuring a stable parliamentary majority, enshrined in the Constitution of Armenia, and stressed that today this principle has been violated in Armenia. Then Harutyunyan noted that holding parliamentary elections in December is the only way to overcome not only the political, but also the legal and constitutional crisis that exists in the country. Touching on the question of early elections, Gagik Harutyunyan noted that holding extraordinary elections under the current Electoral Code poses the greatest risk for organizing elections compared to the option of organizing the electoral process, which will include the proposed amendments.
