ArmInfo.The Council of Europe has published a new statistical report (SPACE) on the situation in the penitentiary institutions in the member states.
According to this report, the total number of prisoners in Armenia is 3907 people, including 1211 detainees and 8 people held in special institutions for juvenile offenders. The number of prisoners in 2006 was 5,682, and in 2015-2016, it decreased to 3,888.
According to the report, for every 100,000 Armenian, 130.3% of prisoners are prisoners, which exceeds the average for Europe by 117.1%. For each 2.9 detainees, there is one controller, which corresponds exactly to the average for Europe. The total admissible number of detainees in penitentiary institutions is 5424 people, and the average number of detainees is 4.9 for each cell, that is, the area per prisoner is 4 square meters.
The number of women deprived of liberty is 158, this is 4.0% of the total number of prisoners and lower than the European average (5.3). The total number of foreign prisoners (including prisoners whose nationality is unknown) is 154 people. In Armenia, there are no underage women deprived of their liberty, minor males are 8.
The amount spent by the administrations of the penitentiary institutions of Armenia in 2015 amounted to 15.6 million euros. The average daily detention of one detainee was 11.10 euros, 4.5 times lower than the average for Europe (51 euros). Most convicts (2.655-42%) were sentenced to imprisonment for 5 to 10 years, and 97 (3.5%) to life imprisonment. The most common crimes in 2016 are crimes that violate property rights (1 177), life and health (658), and crimes against public health (432).
In 2015, 28 deaths of detainees were registered in Armenia (including 5 suicides). In Armenia, the highest death rate among prisoners is 72 people per 10,000 prisoners, which is twice the average for Europe. In 2015, the total number of people released was 1,468.
In 2016, 1 case of attempted escape from a closed institution was registered in Armenia.
