As the Minister of Justice David Harutyunyan stated, presenting the document, for today in the institutional structure of the penitentiary the health care system has a principal task related to the lack of professional independence of the medical staff. Currently, the medical service is subordinated to the penitentiary system, as a result of which it does not enjoy the confidence of arrested and convicted persons. In addition, as the minister pointed out, there are a number of other problems, also conditioned by the dependence of the medical service.
According to David Harutyunyan, the draft resolution proposes to create a structure that provides medical services and is subordinated to the Ministry of Justice. This, according to the minister, will, on the one hand, increase the credibility of the system, and on the other hand, will ensure the independence of the service from the penitentiary system. In addition, according to the head of the Ministry of Justice, this innovation will also ensure the integration of medical services in the public health system. "I think the result will be extremely positive," David Harutyunyan said.
