ArmInfo. On January 25, the Government of Armenia approved the draft law "On the Formation and Activities of the Security Council" at the meeting.
As explained by the Minister of Justice David Harutyunyan, the new legislative regulation provides for changes in the name of the body and its composition. In particular, the President, the Chairman of the National Assembly and the Prosecutor General will not be included in the Security Council. The procedure for forming and functioning of the Security Council of Armenia, which is conditioned by the constitutional reforms of 2015, as well as the transition to a parliamentary form of government, will also be reviewed.
David Harutyunyan reminded that earlier the body was called the National Security Council and was an advisory structure under the Armenian President. According to the new constitutional regulations, the body becomes the state body headed by the chairman of the government. This law and the determine the order of its formation and activities. The Security Council will include the First Deputy Prime Minister, Deputy Prime Ministers, Secretary of the Security Council, Defense Ministers, ID, Director of the National Security Service, Chief of Police, Chief of Staff.
The head of the Ministry of Justice noted that the draft law stipulates that the Security Council determines the main directions of the defense policy. In addition, it is assumed that, at the suggestion of the prime minister, the Security Council will consider issues related to the security, territorial integrity and inviolability of state borders and make advisory decisions on other issues within its competence. Previously, the president of the country headed the National Security Council of Armenia. In 2015, amendments were made to the Constitution of Armenia and new provisions were approved on the Government, in connection with the transition to a parliamentary form of government. Art. 152 of the new Constitution, that the Security Council of the republic will head the country's prime minister.
