ArmInfo.The Inter-Parliamentary Commission on EU-Armenia cooperation regrets the human losses in the zone of the Karabakh conflict, due to the permanent violation of the armistice agreement, which torpedoes the socio-economic development of the entire region. This is stated in the statement of the Commission on the results of the 17th meeting in Yerevan.
The authors of the statement also consider the military resolution of the Karabakh conflict unacceptable, do not accept the current status quo and do not consider it stable. The Commission also reaffirmed its unreserved support for the efforts of the OSCE Minsk Group co-chairs and the principles they proposed for the settlement of the conflict: the non-use of force, the territorial integrity of states and the right of peoples to self-determination.
The Commission expresses its satisfaction with the efforts made for the peaceful settlement of the conflict. The statement stresses that these efforts should be in accordance with the general principles of international peace and security enshrined in the UN Charter, the Helsinki Final Act of the OSCE and other relevant multilateral documents that emphasize the importance of coordinated formats for the peaceful resolution of conflicts. The Commission stresses that arms control, confidence building and security measures are of great importance for ensuring predictability and stability in the region.
The Commission also welcomes the joint statement of the Presidents of Armenia and Azerbaijan in the framework of the Geneva Summit held on October 16, 2017, organized by the co-chairs of the OSCE Minsk Group. It urges the authorities of the two countries to hold high-level talks, to be committed to real confidence-building measures, to resume dialogue in order to reduce tensions in the line of contact, to stabilize the situation and create a more constructive atmosphere for further negotiations on a peaceful settlement of the conflict. The Commission reaffirms its commitment to an exclusively peaceful settlement of the Nagorno-Karabakh conflict, proposed by the OSCE Minsk Group co-chairs with the support of the European Union and the European Parliament.
The authors of the statement welcome the efforts and the strengthening of the role of the EU within the framework of agreed formats of negotiations and conflict resolution processes. In this regard, the Commission welcomes new initiatives aimed at supporting the efforts of the OSCE Minsk Group co-chairs to promote confidence building and building peace in the conflict zone and to bring civil societies closer to each other.
