Presenting the document, RA Defense Minister Vigen Sargsyan stressed that he proceeds from the requirements of the Constitution of the country. The bill regulates the issues related to the activities of the armed forces and other structures involved in peacetime and wartime in order to ensure the security of the RA, the preparation and organization of military charges. The powers of the leadership of the armed forces have been clarified. In particular, the RA Prime Minister becomes the Supreme Commander-in-Chief of the armed forces of the country.
The Security Council will also be engaged in the Security Council, which should draw up a plan for the development of the armed forces, the draft plan, the plan for the use of the Armed Forces, the plan for equipping the Armed Forces with operational equipment, and the civil defense plan. According to the document, the general leadership of the Armed Forces is under the government's control, the political leadership is exercised by the Minister of Defense.
The direct management of the armed forces is entrusted to the Chief of the General Staff, who becomes the highest official in the defense system. In peacetime, the chief of the General Staff is subordinate to the Minister of Defense, in wartime - to the Supreme Commander-in-Chief. The Chief of the General Staff is appointed for a period of five years, the same person does not have the right to hold this office two times in a row. The powers of the Ministry of Defense and the General Staff, principles of control over the activity of the General Staff have been clarified. According to the document, the authority to conduct the draft is transferred to the Ministry of Defense of the Republic of Armenia.
