Russian Foreign Minister Sergey Lavrov stated at a January 15 press conference that the Nagorno Karabakh issue cannot be resolved once and for all in one document. "This problem in one document will not be solved once and for all." A step-by-step approach is needed that will reflect an agreement on what is possible and will determine the ways of working on issues that require additional discussion in the interests of achieving a final settlement, including the status of Nagorno-Karabakh. So, it's up to the parties, "Lavrov said.
