Foreign Policy. ՙՁախողված պետությունների՚ շարքում Հայաստանը 178 երկրների շարքում զբաղեցնում է 105-րդ տեղը

Պետական կառույցների կայացածության առումով Հայաստանը աշխարհի 178 պետությունների շարքում 105-րդն է: Այս մասին է նշվում Վաշինգտոնում գործող Խաղաղության հիմնադրամի և հեղինակավոր Foreign Policy հանդեսի հրապարակած ամենամյա զեկույցում, որի տվյալները վերաբերում են այսպես կոչված ՙձախողված պետություններին՚:

Հայաստանը, ըստ զեկույցի հեղինակների, գտնվում է բարձր ռիսկայնության գոտում, քանի որ ամենալուրջ խնդիրը, որն առկա է Հայաստանում, ըստ փորձագետների, դա այսպես կոչված ՙիշխող էլիտաների մասնատվածությունն է՚: ՙԱյս ձևակերպման տակ նկատի ունենք պայքարն իշխանության համար, ընտրախախատումների առկայությունը, քաղաքական ճամբարների փոփոխությունը: Մի իրավիճակ, երբ տեղական և ազգային մակարդակի առաջնորդները հայտնվում են փակուղում՚, – նշում են զեկույցում: Զեկույցի հեղինակները քաղաքական չափորոշիչները ևս Հայաստանում համարում են բավական անմխիթար և հիմնական խնդիրներն են համարվում պետական կառույցների լեգիտիմության, օրենքի գերակայության ապահովումն ու մարդու իրավունքների պաշտպանության անհրաժեշտությունը: Հայաստանում մեծ է նաև արտաքին ուժերի ներգրավվածության մակարդակը պատական կառույցներում: Նշվում է, որ այս ցուցանիշը, բարձր է լինում, երբ պետության տարածքում տեղակայված են լինում այլ պետության ռազմական ուժեր: Նշենք, որ տվյալները վերաբերվում են այսպես կոչված ՙձախողված պետություններին՚: Սոցիալական չափորոշիչների առումով Հայաստանի հիմնական խնդիրներ են համարվում փախստականների առկայության, ինչպես նաեւ արտագաղթի ծավալները:

Զեկույցի հեղինակները աշխարհի պետություններում տիրող կացությունը դիտարկում են միանգամից 12 սոցիալական, քաղաքական, տնտեսական չափորոշիչներից ելնելով` դրանց միջոցով փորձելով պարզել այս կամ այն պետությանը բնորոշ թույլ կողմերը: Ամերիկացի փորձագետները այս ոլորտները գնահատում են 10-բալլանոց սանդղակով, և որքան բարձր է պետության ստացած գնահատականը, այնքան ավելի անմխիթարական վիճակում է այն գտնվում: Օրինակ, Հայաստանն ամերիկացի վերլուծաբանների հաշվարկների համաձայն, 120 հնարավորից 71 միավոր է ստացել` հայտնվելով այնպիսի պետությունների հարևանությամբ, ինչպիսին են Սուրինամը, Պարագվայը, Պերուն, Նամիբիան և Կուբան: Վրաստանը 120 հնարավորից շուրջ 84 միավոր է հավաքել: Այստեղ հիմնական խնդիրները երկրի ներքին զարգացումներին արտաքին միջամտության բարձր մակարդակն է և իշխող վերնախավի մասնատված վիճակը: Ադրբեջանի պարագայում իրավիճակը գրեթե նույնն է: Որպես առանցքային խնդիրներ մատնանշվում են փախստականների մեծ բանակի առկայությունն ու պետական հաստատությունների լեգիտիմության ցածր մակարդակը:
