ՀՀ էներգետիկայի նախարար. Հայաստանի համար Ռուսաստանից գազ ստանալն ավելի շահավետ է, քան` Իրանից

Առևտրային տեսանկյունից ռուսական գազը Հայաստանի համար իրանականից ավելի շահավետ է: Այդ մասին մայիսի 22-ին լրագրողներին հայտարարել է էներգետիկայի և բնական պաշարների նախարար Արմեն Մովսիսյանը` մեկնաբանելով ռուսական գազի թանկացման առնչությամբ վերջինի նկատմամբ իրանական գազի այլընտրանքին առնչվող հարցը:

Նրա ասելով, Իրան-Հայաստան գազամուղը կառուցվել է ֆորս-մաժորային իրավիճակներում դեպի Հայաստան հուսալի և կայուն գազամատակարում ապահովելու համար, այլ ոչ թե հանրապետության գազի լայն պահանջարկի ապահովման համար: Նա հիշեցրել է, որ Հայաստանն իրանական գազի դիմաց վճարում է էլեկտրաէներգիայի մատակարարումներով` 1 խմ գազի դիմաց 3 կՎտ/ժ էլեկտրաէներգիայի հաշվարկով, և այն չի կարող ծառայել ավելի լայն առևտրային օգտագործման համար: ՙԻրան-Հայաստան գազամուղը կառուցվել է էլեկտրաէներգիայի մատակարարումների սահմանափակ քանակությամբ բարտերի համար: Մենք չունենք այնպիսի էլեկտրաէներգետիկ հզորություններ, ժամանակակից և արդյունավետ էլեկտրակայաններ և հաղորդման գծեր, որպեսզի բարտերի ճանապարհով կարողանանք ծածկել Հայաստանում գազի ողջ պահանջարկը: Ուստի, առևտրային տեսանկյունից, իրանական գազը չի կարող ռուսականից ավելի շահավետ լինել: Բացի այդ, Իրանն այսօր գազ է վաճառում ավելի բարձր գներով, քան Հայաստանին առաջարկում է ՙԳազպրոմը՚, - ասել է նախարարը: Հիշեցնենք, որ 2012 թվականին Հայաստանը  բնական գազի ներմուծումն Իրանից ավելացրել է 6 տոկոսով` մինչև 488.3 մլն խմ` 2011 թվականի 460 մլն խմ դիմաց: 2010 թվականին հանրապետություն է առաքվել 400 մլն խմ իրանական գազ: Իրանից բնական գազ է ստանում Երևանի ՋԷԿ-ը` 1 խմ գազ 3 կՎտ/ժամ էլեկտրաէներգիայի դիմաց: Պայմանագրին համապատասխան, Իրանը կարող է Հայաստան առաքել տարեկան մինչև 1,1 մլրդ խմ գազ (օրական 3 մլն խմ), իսկ 2014 թվականից` մինչև 2,3 մլրդ խմ: Նախատեսվում էր, որ էլեկտրաէներգիայի ավելցուկը Հայաստանը կսկսի մատակարարել հարևան Վրաստան և Թուրքիա, սակայն այդ երկրներ արտահանում չի իրականացվում: Ընդհանուր առմամբ, 2012 թվականին Հայաստան է առաքվել 2455.5 մլն խմ գազ` 2011  թվականի 2069.10 մլն խմ դիմաց: Ռուսաստանից բնական գազի մատակարարումները 2012 թվականին կազմել են 1967.2 մլն խմ` 2011 թվականի 1609.06 մլն խմ դիմաց: Գազի մի մասը մատակարարվում է Աբովյանի ստորգետնյա գազապահեստարանից, իսկ մյուս մասը ստացվում է սեփական կարիքների համար: Նշենք, որ Հայաստանի մենաշնորհային գազամատակարարը ՙՀայՌուսգազարդ՚ ՓԲԸ-ն է, որի բաժնետոմսերի 80 տոկոսը պատկանում է ՙԳազպրոմ՚ ԲԲԸ-ին, իսկ 20 տոկոսը` Հայաստանի կառավարությանը: Ելնելով Հայաստանի համար գազի ներմուծման գինը 1000 խմ դիմաց 180 դոլարից մինչև 270 դոլար բարձրացնելու ՙԳազպրոմի՚ առաջարկությունից` օրերս ՙՀայՌուսգազարդը՚ Հայաստանի հանրային ծառայությունները կարգավորող հանձնաժողով հայտ է ներկայացրել բնակչության համար գազի գինը 67,4 տոկոսով` ներկայիս 132 հազար դրամից մինչև 221 դրամ, իսկ խոշոր սպառողների համար 61,3 տոկոսով` 243 դոլարից մինչև 392 դոլար բարձրացնելու վերաբերյալ:
