Բագրատյանը գտնում է, որ Որոտանի կասկադ ՀԷԿ-ը կառավարության կողմից վաճառվել է ամենաքիչը 4 անգամ ավելի էժան:

նախկին վարչապետը նշել է, որ ՀՀ կառավարությունը 180 մլն դոլարով վաճառել է Որոտանի կասկադը (ավելի քան 500 մեգավատ)։ «Տպավորություն
ունեմ,
որ
սա
արվել
է
բացառապես
ամերիկացիների
«բարկությունը» մեղմելու համար։ Կառավարությունը սրանից Հայաստանին զրկեց սեփական էներգետիկայից։ Կասկադը վաճառվել է ամենաքիչը 4 անգամ ավելի էժան։ «Քոնթուր գլոբալ հիդրոկասկադը» առաջիկա 6 տարիներին 70 մլն կներդնի։ Ներեցեք, բայց առանց այդ ընկերության մենք 6 տարում նորմատիվներով ավելի շատ կներդնեինք ընկերության շահույթից։ Արդյունքում, առանց կասկածի, մի քանի տարի հետո այս համալիրը կվաճառվի մի քանի անգամ ավելի թանկ գնով։ Մեր կառավարությունը ուժեղ երկրների առաջ քծնելու (ավելի վաղ գերշահավետ պայմաններ էին տրամադրվել ռուսներին) բացառիկ հատկություններով է օժտված»,-գտնում է Բագրատյանը։


 


Ինչպես ավելի վաղ
տեղեկացրել էր ԱրմԻնֆո գործակալությունը, հունվարի 29-ին ՀՀ կառավարության, «Որոտան hիդրոէլեկտրակայանների hամալիր» փակ բաժնետիրական ընկերության, ամերիկյան «Քոնթուր գլոբալ հիդրոկասկադ» և «Սի-Ջի սոլյուշնս գլոբալ hոլդինգ քամփնի» ընկերությունների միջև ստորագրվել է գույքի առուվաճառքի պայմանագիր: Գործարքի գումարը կազմում է
180 մլն.դոլար: Ամերիկյան ընկերությունն առաջիկա 6 տարիներին ստանձնել է պարտավորություն՝ ներդնելու շուրջ 70 մլն դոլար Որոտանի հիդրոկայանների համալիրի արդիականացման և վերանորոգման գործում՝ համաձայն նախապես ներկայացվելիք կապիտալ ներդրումների և ծախսերի ծրագրի, որը կքննարկվի և կհամաձայնեցվի Հանրային ծառայությունները կարգավորող հանձնաժողովի /ՀԾԿՀ/ հետ։ Վերջինս հաստատել է նաև այն սակագնային պլանը, որի համաձայն ընկերությունը կապահովի մոտակա 25 տարիների ընթացքում Որոտան համալիրի անխափան և շարունակական շահագործումը: Մինչ այդ Որոտանի հիդրոկայանների համալիրի բաժնետոմսերի 100% փաթեթի սեփականատերն էր պետությունը: Համալիրի կազմում են Որոտան գետի վրա գտնվող երեք` Տաթևի, Շմբիի և Սպանդարյանի կայանները: Երեք կայաններն ընդհանուր հաշվով արտադրում են 404.2 ՄՎտ էլեկտրաէներգիա, 1.16 մլրդ.կՎտ ժամ տարեկան միջին նախագծային հզորությամբ: Նշենք, որ «Կասկադն» արդիականացման կարիք ունի, իսկ նշված ներդրումները խոշորագույնն են Հայաստանի տնտեսությունում ամերիկյան մասնավոր ընկերության կողմից, ինչպես նաևԱՄՆ առաջին կապիտլ ներդրումը Հայաստանի տնտեսությունում:


 


Նշենք, որ «Քոնթուր գլոբալ» ընկերությունը Նյու-Յորքում տեղակայված ընկերություն է, որն ունի շուրջ 3,500 ՄեգաՎատ ընդհանուր հզորությամբ 33 էներգետիկ կայաններ աշխարհի 17 երկրներում՝ Աֆրիկայում, Հարավային և Հյուսիսային Ամերիկայում և Եվրոպայում։ «Քոնթուր գլոբալ» ընկերությունն ունի շուրջ 1650 աշխատակիցներ և հանդիսանում է ավանդական և այլընտրանքային տեսակի էլեկտրակայանների (բացառությամբ միջուկայինի) սեփականատեր և շահագործող, ներառյալ քամու և արևային էներգիան: Արևելյան Եվրոպայում՝ 
Բուլղարիայում, Ուկրաինայում, Ռումինիայում և Լեհաստանում ընկերությունն ունի շուրջ 1,100 ՄեգաՎատ ընդհանուր հզորությամբ կայաններ։ Հայաստանյան Որոտանի հիդրոէլեկտրակայանների համալիրը կդառնա Եվրոպայի տարածաշրջանի ամենախոշոր գործարքներից մեկը՝ 180 մլն դոլար ընդհանուր արժողությամբ։
