During the visit of the delegation of the Artsakh parliament to Yerevan, we discussed a wide range of issues related to parliamentary diplomacy, foreign policy, and how cooperation between the legislative bodies of the two countries should develop. Head of the parliamentary commission on foreign relations Ruben Rubinyan stated this on May 17 in an interview with journalists.
Commenting on the statement of the Minister of Foreign Affairs of Azerbaijan that it's important for them that Artsakh does not participate in the negotiations, Rubinyan replied: "But for us it's in principle, the return of Artsakh to the negotiating table."
When asked whether this means that the negotiation process will come to a dead end in the near future, the deputy said: "We should not expect any disagreement to lead to a dead end in negotiations. There is a process, we have positions, principles and we consistently present them both to mediators and to other countries, including Azerbaijan. "
Regarding the agreement on reducing tensions on the border, Rubinyan said: "The process is ongoing, there is a direct connection between the parties, which has reduced tensions in recent months. The sides periodically discuss this issue through this direct connection. Naturally, the situation is such that there is always a risk of increasing tensions, "he concluded.
