ArmInfo.As a result of the improper implementation of the state program on budgetary subsidies for state support to land users for the purpose of preferential  purchase of diesel for agricultural production, the state was damaged  in 111.503.696 drams in 2014-15.

During the inspections of the General Prosecutor's Office regarding  the implementation of this program, it was revealed that the  responsible officials of the Ministry of Agriculture of the Republic  of Armenia, using their official position contrary to the interests  of the service, did not comply with the order of the RA Government of  2003 on the regulation of subsidies to individuals from the state  budget.

More specifically, they did not fulfill the requirements of  calculating the norms of the minimum favorable price laid down in the  basis of the subsidy, and coordination with the Ministry of Finance  of the Republic of Armenia. It turned out that in 2015, by the  decision of the Government of the Republic of Armenia, the subsidized  price for 1 liter of diesel fuel was 55 drams.

Despite this circumstance, another provision of the same decision and  the agreement concluded on its basis to the supplier company was  compensated 88 drams for 1 liter. As a result, the state suffered  damage in especially large amounts - 104.871.558 due to subsidizing  the price of diesel fuel more expensive than its market value.

In connection with the obvious violations in the department for the  protection of state interests of the RA Prosecutor General's Office,  a criminal case was initiated on the grounds of Part 2 of Art. 308 of  the RA Criminal Code, the preliminary investigation of which is  conducted in the Special Investigation Service of the Republic of  Armenia.

Moreover, it turned out that the same scheme operated in 2014, that  is, the government established a price of 88 drams for 1 liter of  subsidized diesel fuel, but the supplier company, without sufficient  legal grounds, supplied 1 liter of diesel fuel at the price  established in 2013 90 drams, i.e. 2 drams more expensive than the  set. Thus, in 2014, due to the implementation of this scheme, the  state was damaged in the amount of 6.632.138 drams.

That is, in 2014 and 2015, the cumulative damage caused to the state  as a result of the implementation of these schemes amounted to  111.503.696 drams. As part of the preliminary investigation of the  criminal case, Flash, which supplied diesel fuel in 2014-2015 under  this program, fully restored the damage to the state at 111.503.696  drams.
