According to the "Kommersant" newspaper, the delivery of the missile complex  failed because of the stance of the Russian Defense Ministry. According to the Minister of Energy Infrastructures and Natural  Resources of the Republic of Armenia Artur Grigoryan, the bill, which  in due course will be sent to the National Assembly and considered at  an extraordinary session of the parliament on August 28, provides for  increasing the water intake from Lake Sevan from the current 170  million to 210 million cubic meters. , according to the minister, is  necessary to provide farmers with sufficient volumes of irrigation  water.

ArmInfo.Gnishik settlement in Vayotz Dzor region has a potential for agricultural development. There are around 15-20 ha of lands adjacent to residential areas of the village, which are yet uncultivated; the fruit-bearing trees in land need care to provide an anticipated harvest. Diligence and consistency of the efforts made by the villagers are not enough and the productivity of the lands is four times less than the anticipated. The expenses made to grow the fruits exceed the incomes. The local budget alone cannot help solve the irrigation problem pertaining in the community for the water gets to the village with losses along the way. A local system of irrigation is required.
