Այսօր առավոտյան  Մարդու իրավունքների պաշտպան Կարեն Անդրեասյանը հրատապ ուղերձ է հղել ՄԱԿ-ի մարդու իրավունքների գլխավոր հանձնակատարին, Եվրոպայի խորհրդի մարդու իրավունքների հանձնակատարին, Միջազգային օմբուդսմենների ինստիտուտին, Եվրոպական օմբուդսմենների ինստիտուտին, Կարմիր Խաչի միջազգային կոմիտեին, Human Rights Watch-ին, Freedom House-ին: 


ՙՀարգելի գործընկերներ, Սիրիայի  հայաբնակ քաղաք Քեսաբում և նրա շրջակա գյուղերում սարսափազդու իրադարձություններ են տեղի  ունեցել մարտի 22-25-ը:  Խաղաղ բնակչությունը դարձել է եռօրյա դաժան հարձակումների թիրախ, որն իրականացվել է, ենթադրաբար, Ալ-Քաիդային փոխկապակցված խմբերի կողմից: Ներկայիս տվյալներով եղել են 80 քաղաքացիական զոհեր, բացի այդ, 670 հայ ընտանիքներ և Քեսաբի բնակչության մեծ մասը տարհանվել են հարևան Բասիթ և Լաթաքիա: 


Ցավալի է, սակայն, Քեսաբի դեպքերի համանման եղելություն կատարվել է 1909  և 1915 թվականներին, երբ թուրքական զորքերը ստիպել էին  հայերին հեռանալ Քեսաբից: Քեսաբի հայերի այսօրվա սպանությունները և տեղահանումն  արդեն երրորդն է  նրանց պատմության մեջ: Այս դեպքերի հիմքում առկա է ազգային, էթնիկ, ռասայական կամ կրոնական խմբերի ամբողջական կամ մասնակի ոչնչացման դիտավորությունը: Այս գործողությունները պետք է ընդունվեն որպես լրջագույն մարտահրավեր և վտանգ միջազգային հանրությանը, ինչպես նաև բոլոր քաղաքակիրթ ազգերի կողմից ճանաչված մարդու իրավունքների հիմնարար սկզբունքներին:


Քեսաբի դեպքերը պարունակում են 1948 թ. Ցեղասպանության կոնվենցիայով և Հռոմի կանոնադրությամբ նախատեսված ցեղասպանության հանցագործության տարրեր և, հաշվի առնելով, որ ցեղասպանության կանխարգելումը ՄԱԿ-ի Արդարադատության միջազգային դատարանի կողմից ճանաչվել է որպես erga omnes դրույթ, այժմ ավելի քան երբևէ մենք կոչ ենք անում միջազգային հանրությանը և միջազգային կազմակերպություններին ձեռնարկել մանրակրկիտ հետաքննություն պարզելու թե արդյոք հարևան երկրները կամ այլ պետությունները (մասնավորապես՝ Թուրքիան) որքանով են վերահսկել իրադրությունը  Քեսաբում, ինչպիսի պատասխանատվություն են կրում այնտեղ մարդու իրավունքների կոպտագույն խախտումների համար՚,- ասվում է Հայաստանի Մարդու իրավունքների պաշտպան Կարեն Անդրեասյանի ուղերձում:
