
ArmInfo.Representatives of Kazakhstan ministries and departments (Ministry of Internal Affairs, Customs Service, State Revenue Committee) conduct working consultations with their Armenian counterparts in order to understand the whole mechanism of re-exporting cars to the territory of the Republic of Kazakhstan.
The Ambassador of Kazakhstan to Armenia Timur Urazayev stated this in an interview with ArmInfo correspondent. Moreover, the diplomat continued, the matter concerns cars that are imported into the territory of Kazakhstan, operated there with Armenian state registration numbers.
According to him, it is also necessary to determine the compliance of their operation with these license plates with the legislation of the Republic of Kazakhstan and the regulations of the Eurasian Economic Union. "Because it was originally known that any car with foreign license plates should either be registered within a reasonable short period of time, 10 days if I am not mistaken, and if it is not registered, it should be exported outside the country after some time. "It's clear that people may visit their relatives, they can rest for 10 days . Well, maybe for a month or two, but it's also necessary to put the vehicle on a temporary register and then take it out," said Urazayev. But, when cars are imported and then operated for years, the diplomat continued, then, firstly, this requires some regulation, since it becomes a problem to levy fines for violation of traffic rules, the procedure for investigating traffic accidents becomes more complicated, since it becomes extremely difficult identify owners and perpetrators of accidents with unregistered numbers. Secondly, Kazakhstan and Armenia have different legislative requirements for the import of cars of different ages. We have it until about 7 years - not higher, taking into account the use of Euro4 and 5 standards, in Armenia all these requirements are significantly lower. And in fact, the use of a car with registration numbers in violation of Kazakhstani legislation requires some kind of solution, "said the ambassador of Kazakhstan. At the same time, he also noted that old cars of 10-20 years will naturally "die" in Kazakhstan, which leads to other problems, namely, environmental issues, expenses from the budget of the Republic of Kazakhstan for the disposal of this vehicle and a number of other issues. "Of course, this all needs to be resolved. And we should now think to what extent this entire supply and use chain was legitimate, and what additional measures should be taken in order not to repeat the sad experience of many countries in other contingents that have turned into landfills, "Urazayev is convinced.
Clarifying whether it is theoretically possible to create a unified system in the EAEU space that would allow to levy fines on violators, regardless of the territory of which state the violator is located and what his state numbers are, the diplomat noted that the police and the Ministry of Internal Affairs of the EAEU countries should agree and create some kind of mechanism. "But, I'm not sure that it is technically possible to create such a system, with differences in the internal regulations of countries of even one integration union, to levy a fine in another country, and in general how effective it is. While, not paid fines mean less funds to the budget. It's not just a pursuit of fines, these are mandatory fiscal payments, taxes. Both the state and the citizen should be honest with each other, and not shirk from mutual obligations, " Urazayev concluded.
