Idram վճարային ինտերնետ համակարգը թյուրիմացության մեջ է գցում իր օգտատերերին, վաստակելով փոխարժեքի հսկայական տարբերությունների վրա

 Օգտվելով շուկայում իրեն ընձեռված մենաշնորհից, Idram վճարային ինտերնետ համակարգը թյուրիմացության մեջ
է գցում իր օգտատերերին, վաստակելով փոխարժեքի հսկայական տարբերությունների վրա:


 


Ըստ ԱրմԻնֆո գործակալության ֆինանսական տեղեկությունների
ծառայության դիտարկումների, Idram
ընկերությունը, տրամադրելով իր ծառայությունները էլեկտրոնային վճարների ոլորտում,
կոմիսիոն վճարների հաշվին վաստակելուց բացի, ինչը լիովին բնական է, հսկայական
շահույթ է ստանում նաև արտարժույթի փոխարժեքի հսկայական տարբերություններից:
Այսպես, 2014 թվականի փթետրվարի 25-ին Idram-ը փոխանակման սեփական uchange.net համակարգի միջոցով, ԱՄՆ դոլարի նկատմամբ ՀՀ դրամի
պաշտոնական 412.5 դրամ փոխարժեքի պայմաններում վիրտուալ դոլարները փոխանակում էր
385.5 դրամով: Իսկ ռուսական ռուբլու պաշտոնական 11.59 դրամի պայմաններում`10.35
դրամով: Ամենախորամանկ փոխարժեքը կիրառվում էր եվրոյի նկատմամբ, փոխանեկելով այն
479.16 դրամով, երբ պաշտոնական փոխարժեքը կազմում էր 567.3 դրամ: Ընդ որում,
չնայած, արտարժոււյթի փոխարժեքները մշտապես նորացվում են, ՌԴ, Ուկրաինայի և
Հայաստանի ԿԲ վերջին նորացումները տեղի են ունեցոլ 2013 թվականի հոկտեմբերի 23-ին:


 


Ինչպես գտնում են
մասնագետները, ֆինանսական շուկայում տեղի ունեցող գործընթացների նկատմամբ այդպիսի
«անփույթ» վերաբերմունքը կարող է վկայել կամ ընկերության կողմից իր հաճախորդներին
թյուրիմացության մեջ գցելու նպատակներ, կամ էլ վիրտուալ ֆինանսական շուկայի
նկատմամբ ՀՀ Կենտրոնական բանկի վերահսկողության բացարձակապես բացակայության մասին,
որը չգիտես թե ինչու չի նկատում Idram ընկերության վիրտուալ հարթակներում առկա
հսկայական անհամապատասպանությունները, ինչես նաև այդ ընկերության կողմից
շուկայական ոչ մի տրենդներով չհիմնավորված հսկայական շահույթներ ստանալու ցանկությունները:
Դիտորդների կարծիքով, նման իրավիճակը հնարավոր է դարձել ոչ միայն պատշաճ
վերահսկողության բացակայթուան հետևանքով, իդեմս ՀՀ Կենտրոնական բանկի, այլ
նաև  Idram ընկերության մենաշնորհային
կարգավիճակով:


 



Նշենք,
որ նկարագրված իրավիճակը ոչ մի կերպ չի համապատասխանում Idram ընկերության
ղեկավարության պարզաբանումների հետ, որն ավելի վաղ ԱրմԻնֆո-ի հետ հարցազրույցում
նշել էր, որ «էլեկտրոնային փողերն այդ նույն կանխիկ միջոցներն են, որոնք գտնվում
են օգտատերերի տիրապետության ներքո, բայց էլեկտրոնային կրիչով»: Ավելին, նրա խոսքերով,
uchange.net կայքում Idram-ը կարող է փոխանակվել
WebMoney-ով կամ «Յանդեքս դենգի»-ով, ընդ որում, առանց կոմիսիայի, կողմերին
ձեռնտու պայմաններով: Ինչպես փորձն է ցույց տալիս, դա այդպես չէ, կամ, ավելի ճիշտ
այդպես չէ, քանի որ էլեկտրոնային փողերի տիրապետողն այստեղ դառնում է իրեն
առաջարկվող փոխարժեքների զոհը, ինչը ոչ մի ընդհանուր բան չունի ոչ արժույթների
պաշտոնական փոխարժեքների և ոչ էլ ԿԲ կողմից լիցենզավորված փոխանակման կետերի
կողմից սաահմանված փոխարժեքների հետ: Միթե՞ այս ոլորտը ոչ մի կերպ չի կարգավորվում
ՀՀ Կենտրոնական բանկի նորմատիվային և իրավական ակտերով: Հարցն Idram-ի
տեղեկատվական համակարգի միջոցով պարզելու փորձերը նույնպես մնացին ապարդյուն:
Հերթապահ-օպերատորը, որն ստացել էր շուկայական փոխարժեքների չհամապատասխենալու
վերաբերյալ հարցը պարունակող նամակը, պարզապես, սսկվեց, գերադասելով անտեսել իր
համար այնքան «տարօրինակ» հանդիսացող հարցը: Հետաքրրքիր է, իսկ ինչպե՞ս այս ամենին
կարձագանքի Հայաստանի Հանրապետության Կենտրոնական բանկը:
