The document prepared by the Armenian National Congress parliamentary faction about corruption in the government based on research of such organizations like the WB, IMF, Transparency International and Gallup International, shows that corruption in Armenia is of a systemized nature, the head of the ANC parliamentary faction, Levon Zurabyan, said in the parliament today.
He said that corruption is a pyramid headed by a group of persons which occupy top state positions. "According to the research, the government did not involve representatives of big business, having close relations with the power, in the tax field. Moreover, extra taxes are imposed upon the rest businessmen, implementing a tax terror regarding them. As a result, state budget loses about $1.7-1.8 billion every year", - Zurabyan said. He also added that the request of the ANC submitted to the government says that Prime Minister Tigran Sargsyan got $1.6 million through the companies WLISPERA HOLDINGS LIMITED and ABS Global Limited.
He also added that for many years Armavia air company was under the protection of the government and did not implement its tax duties. "Because of the criminal idleness of the law-enforcement agencies, the state budget did not receive more than 7 billion AMD", - Zurabyan said.
For his part, Justice Minister Hrayr Tovmasyan, said that actually, authoritative international structures registered progress in the management effectiveness and in public integrity. In fact, not disproving the data presented by Zurabyan, Tovmasyan referred to the rating of the WB. So, according to the WB, in 2012 the indicator of the management effectiveness grew from 51.66 up to 54.55, the index of the law priority - from 42.72 up to 43.13, of the corruption control - from 32.7 up to 36.84. "Nobody says there is no corruption in Armenia. And it is more important to fight the reasons of corruption", - Tovmasyan said.
