The Armenian Presidential Committee on Constitutional Reform is preparing a project of transition to the parliamentary system of government, with enlargement of the prime minister's authority at the expense of the president's powers. The project will be submitted for a referendum, the Chorrord Inqnishkhanutyun newspaper writes.
The paper writes that Serzh Sargsyan mull retention of power even after his second term. In particular, the president will announce a referendum to reduce the powers of the president and will assume the responsibilities of the prime minister with the support of his Republican Party after the second term of presidency.
The four 'leading' lawyers in Armenia are charged with the project preparation: David Haroutiunyan, Head of the Parliament Committee for State and Legal Affairs, Hrayr Tovmasyan, Justice Minister, Gevorg Kostanyan, Prosecutor General, and Georgy Kutoyan, the presidential aide.
The paper writes that a group of intellectuals, politicians and lawyers allegedly enjoying public trust will be persuading the people of the 'importance' of the given reform for Armenia.
