«Financial Times». Վրացական և հայկական արժույթների փլուզում – ի՞նչ է կատարվում

Ռուսական ռուբլու փլուզումն անդրադարձավ նախկին ԽՍՀՄ երկրների շուկաների
վրա: Վրաստանի արժույթը ԱՄՆ դոլարի նկատմամբ ընկավ մինչև վերջին 10 տարիներին
արձանագրված ամենացածր մակարդակ, իսկ հայկական դրամը` 2006 թվականից ի վեր
արձանագրված ամենացածր մակարդակ: Այս մասին գրում է միջազգային գործարար «Financial Times» պարբերականը: Ըստ պարբերականի տվյալների,
Վրաստանում լարին ԱՄՆ դոլարի նկատմամբ նոյեմբերից մինչև դեկտեմբերի 5-ն արժեզրկվել
է 14,4%, իսկ Հայաստանում դրամը դոլարի նկատմամբ արժեզրկվել 10%:


 


«Ռուսաստանի հարևաններն առևտրային կապերի և դրամական
փոխանցումների միջոցով սերտորեն կապված են նրա տնտեսությանը: Երբ ռուբլին ընկնում
է, ապա դա ազդում է հարևան երկրների արժույթների վրա: Ղազախստանն այս տարվա սկզբին
ստիպված էր գնալ տենգեի արժեզրկմանը, երբ ռուբլին սկսեց առաջին անգամ անկում
ապրել, իսկ այժմ այդ պիկը հասավ նաև Հայաստան ու հատկապես Վրաստան»,- նշում է
պարբերականը:


 


«Օրերս Վրաստանի նախագահ Գեորգի Մարգվելաշվիլին Վարշավայում
հայտարարեց, որ համաձայնագրերն «սպառնում» են ու խաթարում Վրաստանի տարածքային
ամբողջականությունն ու ինքնիշխանությունը», որը Ռուսաստանի հետ պատրաստ է պահպանել
առևտրի և գործընկերային հարաբերությունները միայն այն դեպքում, եթե ՌԴ ճանաչի
Վրաստանի տարածքային ամբողջականությունը»,-թերթին հաղորդել է Հենրի Ֆեյը:


 


Ըստ պարբերականի, «Standard
Bank»-ի աշխատակից Թիմոթի Էշն այդ առիթով ասել է. «Հայաստանն
ու Վրաստանն ունեն միատեսակն մակրո-պատմություն և ոչ մեծ տնտեռսություններ:
Երկուսն էլ ունեն պետական ֆինանսների հարաբերական ուժեղ/հուսալի պրոֆիլներ, այսինքն,
բյուջեի ցածր դեֆիցիտ/պետական պարտքի մակարդակ, ինչպես նաև աճի ոչ վատ տեմպեր`
3-4%: Այնուամենայնիվ, նրանց թուլությունն արտահայտվում է արտաքին ֆինանսավորման և
FX պահուստների սահմանափակ ծածկույթով: Ռուսաստանը
կարևոր առևտրային գործընկեր է այդ երկու երկրների համար, քանի որ երկուսն էլ
օգտվում են աշխատանքային միգրանտների դրամական փոխանցումներից: Դեպի Ռուսաստան
արտահանումը նույնպես բավական զգալի է երկուսի համար էլ, մասնավորապես, Հայաստանից
և Ռուսաստանից արտահանվող գյուղատնտեսական ոլորտի ապրանքների արտահանման առյուծի
բաժինը պատկանում է Ռուսաստանին, հույս ունենալով օգուտ քաղել Արևմուտքի դեմ
ռուսական պատժամիջոցներից: Սակայն Ռուսաստանում ռուբլու հետ տեղի ունեցող մեծ
արժեզրկումն ակնհայտորեն սպառնում է ագրոհատվածի առևտրի գործարքներին»,- ընդգծել է
Թիմոթի Էշը:


 


Նշենք, որ Հայաստանի
արտարժույթի մանրածախ շուկայում դրամի փոխարժեքն ԱՄՆ դոլարի նկատմամբ արդեն
գերազանցել է 454 դրամ/$1 նշագիծը`վերջին 2,5 ամսում շուրջ 12% արժեզրկմամբ: Տվյալ
պահին (14:00) փոխանակման կետերում դոլարի առքուվաճառքի փոխարժեքը կազմում է
450/458 դրամ/$1, եվրոն` 554/574 դրամ/1 եվրո, ռուսական ռուբլին` 8,4/9
դրամ/1ռուբլի: Օպտիմալ փոխարժեքը Հայաստանի բանկերում սահմանվել է` ԱՄՆ 1 դոլարի
առքի առավելագույն գինը կազմել է 450,00 դրամ 1 դոլարի դիմաց, եվրոյի առքի
առավելագույն գինը` 556,00 դրամ 1 եվրոյի դիմաց, իսկ ռուսական ռուբլու առքի գինը`
8,00 դրամ 1 ռուբլու դիմաց: ԱՄՆ դոլարի վաճառքի նվազագույն գինը կազմել է 453,00
դրամ 1 դոլարի դիմաց, եվրոյի վաճառքի գինը կազմել է 567,00 դրամ 1 եվրոյի դիմաց,
իսկ ռուսական ռուբլու վաճառքի գինը` 9,55 դրամ 1 ռուբլու դիմաց: NASDAQ OMX Armenia
ֆոնդային բորսայում հունիսից մինչև դեկտեմբերի 5-ը ներառյալ իրականացվել է $396.5
մլն գումարի արժութային գործարք, իսկ փոխարժեքը բարձրացել է 407,14-ից մինչև
438,62 դրամ/$1: Ըստ որում, բորսայական գործարքների այդ ծավալից շուրջ $117 մլն
բաժին է ընկել միայն նոյեմբերին: Անցած շաբաթ (դեկտեմբերի 1-5) արժութային
գործարքների միջբանկային շուկան աննախադեպ մաքսիմում է գրանցել` $59.3 մլն,
ձևավորելով փոխարժեք 442,42 դրամ/$1 մակարդակի վրա, ինչի պայմաններում բորսան,
շաբաթն սկսելով $3.5 մլն ծավալով (դեկտեմբերի 1), հաջորդ չորս օրերին ընդհանրապես
գործարք չի իրականացրել: Արդյո՞ք այդ մակարդակն ամենացածրն է 2006 թվականից ի վեր,
վիճելի հարց է, քանի որ 2006 թվականի հունվարին Հայաստանի մանրածախ արտարժույթի
շուկան բացվեց 455,5 դրամ/դոլար փոխարժեքով, իսկ 2005 թվականի հունվարին, փոխարժեքն,
ընդհանրապես, հասել էր 500 դրամ/դոլարին:
