The authorities in Armenia are stuck in corruption at the same time fighting it. The authorities are inherently illegitimate, but they fight illegality. Pashinyan is bewildered with the fact that Armenia has two diplomatic offices in one city, in fact. He means the embassies in Rome and Vatican. "What issues must the Embassy in Vatican settle? The Embassy operates on the funds of Armenian taxpayers.
