"The city bakery has resumed the production of bakery products at full capacity. Today the city of Stepanakert does not experience interruptions in the supply of flour and other food products," the military department said in a statement. The ministry noted that the delivery of bread to the nearest settlements has been organized.
In addition, the city continues to restore electricity and water supply to residential buildings and social facilities, public transport and communication with remote settlements have been established, shops have been opened.
The transfer of Russian peacekeepers to the zone of the Nagorno-Karabakh conflict is proceeding in accordance with the agreements recorded on November 9 in a joint statement by Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan on a complete ceasefire in Karabakh. In total, 1,960 servicemen with equipment will be accommodated there. The command post of the peacekeeping operation is deployed in Stepanakert. There are 23 observation posts in the area of the peacekeeping operation: 11 in the northern zone of responsibility and 12 in the southern. To help resolve humanitarian issues and restore civilian infrastructure in Stepanakert, an Interdepartmental Center for Humanitarian Response was established under the leadership of the Russian Ministry of Defense. The center includes representatives of the Russian Emergencies Ministry, the Ministry of Foreign Affairs, and the FSS. (FSB).
On November 19, the National Center for Defense Management reported that the Center for Humanitarian Demining, the Center for Reconciliation of the Warring Parties, the Center for Transport Support, the Center for Medical Support, and the Center for Trade and Household Support were formed as part of the interdepartmental center.
