Փորձագետները և քաղաքագետները հավաքվել են Թբիլիսիում`մասնակցելու Հարավային Կովկասի անվտանգության հարցերի շուրջ II համաժողովին

Ուկրաինայի ճգնաժամի շուրջ միջազգային իրադրությունը, ԵՄ և Եվրաատլանտյան դաշինքի հետ Ռուսաստանի փոխհարաբերությունները և դրանց ազդեցությունը Հարավային Կովկասում տարածաշրջանային անվտանգության ապահովման խնդիրների վրա այսօր Թբիլիսիում մեկնարկած Հարավային Կովկասի անվտանգության հարցերի շուրջ II համաժողովի մասնակիցների ուշադրության կենտրոնում է հայտնվել:


Ինչպես հայտնում է ԱրմԻնֆո-ի հատուկ թղթակիցը Թբիլիսիից, համաժողովին  մասնակցում է տարբեր երկրների քաղաքական փորձագիտական հանրության ավելի քան 100 ներկայացուցիչ: Կազմակերպիչներն են` Եվրոպական և Հյուսիսատլանտյան հարաբերությունների կենտրոնը (CENAA) և Ռազմավարական և միջազգային հետազոտությունների վրացական հիմնադրամը (GFSIS): 


Փորձագետների կարծիքով, Ուկրաինայի վերջին իրադարձությունները լուրջ բանավեճ հարուցեցին ՆԱՏՕ-ի հիմնարար սկզբունքների շուրջ`ներառյալ Եվրաատլանտյան դաշինքի անդամ երկրների անվտանգության ապահովման սկզբունքները, ԵՄ երկրների արտաքին քաղաքականության և անվտանգության հարցերի, ինչպես նաև Ռուսաստանի ու Ուկրաինայի հետ վերջիններիս փոխհարաբերությունների սրբագրման ակտուալությունը`վերջինիս ռազմավարական կողմնորոշման համատեքստում: Մյուս կողմից`նոր իրավիճակը լույս է սփռում Ռուսաստանի ռազմավարական նպատակների վրա`ոչ միայն ՆԱՏՕ-ի հետ այդ երկրի փոխհարաբերությունների առումով, այլ նաև`Արևելյան Եվրոպայի, Հարավային Կովկասի և Կենտրոնական Ասիայի երկրների հետ փոխհարաբերություններում վերջինիս քաղաքական ուղեգծի կտրվածքով:Նշենք, որ համաժողովի ձևաչափը քիչ էր հիշեցնում բանավեճային մոդելը`կապված իրավիճակի առնչությամբ սկզբունքորեն այլընտրանքային տեսակետերի բացակայության հետ, և առավելապես ուղղված էր Ռուսաստանի քաղաքական գծի քննադատությանը, որին, ելույթ ունեցողների կարծիքով, անհաջողություն է սպասում`բազմաբևեռ աշխարհ կառուցելու իր քաղաքականությամբ: Որոշ բանախոսների կարծիքով Ռուսաստանը ձգտում է ամեն գնով պահպանել հետխորհրդային երկրների վրա իր քաղաքական ազդեցությունը:


Սակայն, Ռուսաստանի ՙփափուկ ուժի՚ քաղաքականությունը ձախողվել է, և այժմ այդ ՙփափուկ ուժին՚ փոխարինել է ՙկոշտ ուժը՚`Ղրիմի բռնակցման, Ուկրաինայի հարավ-արևելք ներխուժման և ՙԻսկանդեր՚ հռթիռներով Կալինինգրադի ռազմակայանի ուժեղացման տեսքով: Համաժողովում միտք է հնչել, որ Ռուսաստանի կողմից Եվրոպայում, այդ թվում Հարավային Կովկասում սառեցված հակամարտությունների ստեղծումը տարբեր տարածաշրջաններում, այդ թվում Վրաստանում`որպես ածխաշրջածնային ռեսուրսների տարանցիկ երկիր, ազդեցության պահպանման փորձարկված սցենար է: Սակայն, այդ իրավիճակը հղի է մեծ վտանգով, քանի որ Ղրիմի բռնակցումը լիովին կարելի է դիտարկել որպես նախադեպ Ադրբեջանի համար, որը հույս ունի Լեռնային Ղարաբաղի խնդիրը լուծել ռազմական ուժի միջոցով: Ուկրաինացի քաղաքագետների կարծիքով, Եվրոպայի և ՆԱՏՕ-ի հետ մերձենալու Ուկրաինայի ձգտումը կազմակերպչական ընտրություն չէ, ինչում սխալմամբ համոզված են Կրեմլում, այլ`քաղաքակրթական:


Եվ, այնուամենայնիվ, եվրոպացի քաղաքագետները գտնում են, որ ներկայիս աշխարհաքաղաքական մարտահրավերները պարտավորեցնում են ՆԱՏՕ-ին կատարելագործել իր ենթակառուցվածքը`այն դարձնալով ավելի ճկուն, ի հայտ եկող սպառնալիքներին արագ արձագանքելու ունակ: Այնուամենայնիվ, համաժողովում հայտնվել են նաև այլ տեսակետներ, օրինակ`այն, որ Ռուսաստանի նկատմամբ պատժամիջոցները կարող են միագամայն հակառակ արդյունքն ունենալ ու կհանգեցնեն հետխորհրդային տարածքում Եվրասիական գաղափարի և ուժի նոր կենտրոնի`ի դեմս ԵԱՏՄ-ի, ստեղծման հովանու ներքո իր աշխարհաքաղաքական ու տնտեսական շահերի պաշտպանությանն ուղղված Ռուսաստանի ջանքերի կենտրոնացմանը: Ռուսաստանը, գտնվելով պատժամիջոցային խիստ ճնշման ներքո, կարող է ավելի պակաս կանխատեսելի դառնալ, և այդ հանգամանքը ոչ մի կերպ չի նպաստում եվրոպական անվտանգության ապահովմանը: Ռուսաստանն ամեն դեպքում այսօր շահագրգռված չէ Հարավային Կովկասում առճակատման աճով`ունենալով առանց այդ էլ չլուծված շատ խնդիրներ: Նշենք, որ երկօրյա համաժողովի ընթացքում մասնակիցները մտադիր են անվտանգության ապահովման հետ կապված խնդիրների  բավականին լայն շրջանակ քննարկել:


Դրանց թվում են`Վիշեգրադյան քառյակի դերն ուկրաինական ճգնաժամի առնչությամբ ԵՄ քաղաքականության համատեքստում, Արևելյան գործընկերության զարգացման հարցերը վիլնյուսյան գագաթնաժողովից հետո, Չինաստանի`որպես համաշխարհային գերտերություն, դիրքորոշումն աշխարհում տեղի ունեցող իրադարձությունների առնչությամբ և Չինաստանի կողմից նոր նախաձեռնության`այսպես կոչված, Մեծ մետաքսի ճանապարհի Տնտեսական գոտու իրականացումը (Silk Road Economic Belt): Համաժողովում կքննարկվեն էներգետիկ անվտանգության և էներգետիկ ենթակառուցվածքի զարգացման խնդիրները, ինչպես նաև անդրազգային էներգետիկ նախագծերի իրականացման հետ կապված ռիսկերն ու սպառնալիքները:
