Հայաստանում կկառուցվի Սեվանի իշխանի վերականգնման գործարան

 Սևանա լճի ավազանում նախատեսվում է ստեղծել Սևանի իշխանի
մանրաձկան արտադրության գործարան և ձկան վերամշակման գործարան: Համապատասխան որոշումն ընդունվել է Հ կառավարության օգոստոսի 21-ի նիստում:


 


Նախագիծն իրականացնելու համար անհրաժեշտ է համապատասխանաբար 3 մլրդ և 600 մլն ՀՀ դրամ: Առաջին փուլի ծախսի ֆինանսավորման համար անհրաժեշտ գումարը 2 մլրդ ՀՀ դրամ է: Սևանի իշխանի պաշարի վերականգնման և ձկնաբուծության զարգացման հիմնադրամին կանոնադրական նպատակների իրականացման նպատակով անհատույց տրամադրելու համար ՀՀ կառավարությունը ՀՀ գյուղատնտեսության նախարարությանը հատկացրել է 2 մլրդ ՀՀ դրամ: 


 



Հիշեցնենք, որ 2013 թվականի դեկտեմբերի 13-ին
կառավարությունը հաստատեց Սևանի իշխանի բազմացման ֆինանսավորման առաջին ծրագիրը,
որին պետությունից բացի կարող են մասնակցել նաև մասնավոր հատվածի շահագրգիռ
ներկայացուցիչները: Ծրագիրը կհամակարգի «Հայկական բերքի առաջխաղացմանմ կենտրոն»
ՊՓԲԸ-ն: Ծրագրի համար նախատեսվող անհրաժեշտ ներդրումները մինչև 2023 թվականը
գնահատվում են 66 մլրդ.դրամ (մոտ 162 մլն.դոլար): Կառավարության
համաֆինանսավորումը մինչև 2018 թվականը կկազմի 24,9 մլրդ.դրամ, իսկ մասնավոր
ներդրողների մասնակցության դեպքում պետֆինանսավորումը կկազմի 18-19 մլրդ.դրամ:
Արտադրված թարմ, սառեցված, ծխեցված և պահածոյացված իշխանի 75%-ը նախատեսվում է
արտահանել: Ծրագրով նախատեսվում է 10 տարում իշխանի արտադրությունը Սևանում
հասցնել տարեկան 50 հազար տոննայի: Այն կօժանդակվի շրջանառու ֆոնդի հաշվին,
այսինքն, յուրաքանչյուր 1 կգ ձկի իրացումից ֆոնդը կստանա 200 դրամ, իսկ մանրաձկների
և պահածոների գործարանի  շահույթից` 50%:
Նախատեղվող հզորություններին հասնելուց հետո ֆոնդին ուղղվող միջոցները տարեկան
կկազմեն 23 մլրդ.դրամ: Միջոցները նախատեսվում է ուղղել նախագծի զարգացմանը և լճի
բնապահպամական պրոբլեմների լուծմանը: Բացի այդ, լճում ձկան պոպուլյացիան
պահպանելու համար նախատեսվում է աճեցվող ձկների 1,5%-ը մեծանալուց հետո կրկին բաց
թողնել լիճ: Հաշվի առնելով լճի բնապահպանական ռիսկերը, նախատեղվում է
ձկնորսությունը բացառապես սահմանափակել (1 խոր.մետրի համար 8 հազարից ոչ ավելի):
Արտադրությունը կսերթիֆիկացնի ԵՄ կողմից հավատարմագրված ընկերութուններից մեկը:
Ներկայումս բանակցություններ են ընթանում գերմանական «Բյուրո Վերիտաս» ընկերության
հետ: Ձուկը կմատակարարվի պահածոների գործարանին, որը կարտադրի ծխեցված և
սառեցված  ձկան ֆիլե և պահածոներ:
