Պարտադիր
կուտակային կենսաթոշակային
համակարգը ներդնելուց առաջ Հայաստանի իշխանությունները չհասցրեցին մտածել գյուղի
բնակչության և գաստերբայտերների կենսաթոշակների մասին: Այս փաստն այսօր կայացած
մամուլի ասուլիսում ընդունել է ՀՀ ԱԺ ֆինանսա-վարկային և բյուջետային մշտական
հանձնաժողովի նախագահ, հանրապետական պատգամավոր Գագիկ Մինասյանը:


 


Նրա խոսքերով,
այդ բացթողումը կենսաթոշակային ռեֆորմի թերությունն է, բայց հետագայում գյուղի
բնակչության և գաստերբայտերների կենսաթոշակների հարցը կլուծվի: «Վստահ եմ, որ
շուտով կգտնենք այդ պրոբլեմի լուծումը, քանի որ անհնար է բոլոր հարցերը միանգամից
լուծել»,-հայտարարել է պատգամավորը: Նա նաև նշել է, որ «Դեմ եմ» շարժման
մասնակիցները չեն մտածում երկրի և տարեցների ապագայի մասին: Նրանք հայտարարում են,
որ հանդիսանում են երկրի տերերը, բայց մոռանում են պատասխանատվության մասին, որը
հաջորդ սերունդի համար կրում են երկրի իսկական տերերը»,-նշել է Մինասյանը: Նա
գտնում է, որ երկրում նոր կենսաթոշակային համակարգի ներդրման հետևանքով առաջացած
բողոքի ալիքը պայմանավորված է քաղաքացիների կարճատեսությունով և ոչ պետական
մտածելակրպով:


 


Նշենք, որ
փետրվարի 21-ին Երևանում տեղի կունենա Պարտադիր կուտակային կնսաթոշակային
համակարգի ներդրման դեմ բողոքի երթ: Ֆեյսբուքյան իրենց էջում միջացառման
մասնակիցներն առաջարկում են փողոց դուրս գալ էլեկտրական լապտերներով: Ակցիան
կմեկնարկի փետրվարի 21-ին, տեղական ժամանակով ժամը 18:30-ին: Այն տեղի կունենա Մատենադարանի
մոտ: Լպտերնեն ակտիվիստները ցանկանում են օգտագործել, որպեսզի կենսաթոշակային
բարեփոխումների հարցում դեռևս չկողմնորոշված քաղաքացիներին ճիշտ ուղին սիմվոլիկ
ցուցադրելու համար:


 



Հիշեցնենք,
որ ՀՀ Սահմանադրական դատարանը հունվարի 24-ին կասեցրեց «Կուտակային կենսաթոշակների
մասին» ՀՀ օրենքի որոշ կետերի գործողությունը, մինչև օրենքի 8 հոդվածների
սահմանադրության հետ համապատասխանության հարցի քննարկման ավարտը: Մասնավորապես,
կասեցվեց է օրենքի 76 հոդվածի գործողությունը, որով պատասխանատվության միջոցներ
էին նախատեսվում կենսաթոշակային վճարների չկատարման կամ ուշացման համար, ինչպես
նաև 86 հոդվածի երրորդ մասի գործողությունը, որի համաձայն, կենսաթոշակային
կուտակային պարտադիր կոմպոնենտի մասնակիցները պետք է ընտրեն կենսաթոշակային
հիմնադրամին և կառավարչին: Գործի դատավարությունը կավարտվի 2014 թվականի մարտիւ
28-ին:
