Մարդու իրավունքները Հայաստանում շարունակում են սիստեմատիկորեն խախտվել

Մարդու իրավունքները Հայաստանում շարունակում են սիստեմատիկորեն խախտվել, ասվում է ամենամյա Իրավունքի երթի` Հայաստանում ԵԽ ներկայացուցչությանը հանձնվածուղերձում:


ՙՀամաձայն 2008 թվականից ձեւավորված ավանդույթի` Մարդու իրավունքների պաշտպանության միջազգային օրը՝ դեկտեմբերի 10-ին, Երեւանում կայանում է Իրավունքի երթ, որի մասնակիցները Հայաստանի հանրությանը եւ Եվրոպայի Խորհրդին են ներկայացնում ամենամյա հաշվետվություն` երկրում մարդու իրավունքների եւ ժողովրդավարական ազատությունների վիճակի մասին: Այդ մասին ասվում է այսօր՝ դեկտեմբերի 10-ին Ազատության հրապարակում Հայ ազգային կոնգրեսի նախաձեռնած երթի մանսակիցների ուղերձում, որի տեքստը հանձնվելու է Հայաստանում ԵԽ ներկայացուցչությանը:


«Բազմահազար երթի մասնակիցների անունից, որն արդեն ամենամյա վեցերորդ երթն է, ցանկանում ենք արձանագրել, որ մարդու իրավունքները շարունակում են սիստեմատիկորեն խախտվել:


Այսօրվա Հայաստանում ժողովուրդը չունի սեփական իշխանություն ընտրելու իրավունք: Հայաստանում շարունակում է գործել ընտրությունների կեղծման հսկայական մեքենա: Պետականորեն կազմակերպված ընտրաշառքի, ահաբեկման եւ բազմակի քվեարկողների շնորհիվ իշխանությունները ապահովում են ընտրակեղծիքի այնպիսի մի ծավալ, որ անհնար է դարձրել իշխանւթյան փոփոխությունը ընտրությունների միջոցով: 2013 թվականին կեղծվեցին նախագահական, Երեւանի ավագանու եւ ՏԻՄ ընտրությունները: Արդյունքում՝ երկրում ձեւավորվել է իշխանություն, որն ընտրված չէ ժողովրդի կողմից եւ հաշվետու չէ նրա առջեւ:


2008 թվականի մարտի 1-ին իշխանությունները արյան մեջ ճնշեցին ընտրակեղծիքների դեմ ժողովրդի ցասումը,կոպտորեն խախտեցին մարդու կյանքի իրավունքը, եւ առ այսօր նախադեպը չունեցող այդ հանցագործությունը բացահայտված չէ, ոչ ոք չի պատժվել սպանությունների կազմակերպման եւ իրագործման համար:
Յուրացնելով իշխանությունը ժողովրդից եւ ոտնահարելով մարդկանց  հիմնարար սոցիալական իրավունքները՝ երկրի չընտրված պաշտոնյաները այն օգտագործում են ժողովրդի ունեզրկման եւ սեփական հարստացման նպատակով: Հանրային գերակա շահի պատրվակով շարունակվում են հարձակումները մասնավոր եւ հանրային սեփականության վրա՝ օտարված տարածքներում մերձավորներին ապօրինաբար արտոնելով շինարարություն: Օրեցօր հաստատվում են նորանոր հարկատեսակներ, տուգանքներ եւ պարտադիր վճարներ, որոնց առյուծի բաժինը հասնում է այդ իշխանությունների հովանավորած մասնավոր ընկերություններին:


Կոպտորեն խախտվում է ազատ մրցակցության սկզբունքը, եւ ճնշվում է ազատ տնտեսական նախաձեռնությունը, ինչի հետեւանքով Հայաստանը, համաձայն Համաշխարհայն Բանկի վերջին զեկույցի, դարձել է Արեւելյան Եվրոպայի եւ նախկին ԽՍՀՄ երկրների մեջ ամենամոնոպոլիզացված երկիրը: Մոնոպոլիզացիայի եւ կոռուպցիոն գործարքների պատճառով ձեւավորվել են տնտեսապես չհիմնավորված բարձր գներ հանրային տրանսպորտի, գազի եւ սպառման այլ ապրանքների համար:
Սերժ Սարգսյանի ռեժիմը շարունակում է վերահսկել եւ գրաքննության ենթարկել երկրի հեռուստատեսությունները՝ ոտնահարելով ազատ խոսքի եւ ազատորեն տեղեկություններ ստանալու`  քաղաքացիների հիմնարար իրավունքը:


2013 թվականին քաղաքական եւ քաղաքացիական ակտիվիստները մի քանի տասնյակ անգամ ենթարկվել են հավաքների ազատության իրավունքի դեմ ուղղված ոստիկանական բռնությունների եւ իշխանության ավազակախմբերի հարձակումներին:


Կոչ ենք անում Հայաստանի քաղաքացիներին հետեւողականորեն պայքարել հիմնարար ժողովրդավարական իրավունքների համար եւ ժողովրդի հավաքական ուժով ազատվել բռնապետներից եւ հաստատել Հայաստանի ժողովրդի ազտությունը եւ ինքնիշխանությունը:


Կոչ ենք անում միջազգային հանրությանը, Եվրոպայի Խորհրդին եւ նրա Խորհրդարանական Վեհաժողովին`համերաշխություն ցույց տալ ազատության համար պայքարող հայ ժողովրդին եւ համարժեք միջոցներ կիրառել, որպեսզի Հայաստանի իշխանությունները կատարեն իրենց միջազգային պարտավորությունները ժողովրդավարության եւ մարդու իրավունքների պաշտպանության բնագավառում: Հանուն մարդու իրավունքների, հանուն ազատության եւ ժողովրդավարության՚,- ասվում է ուղերձում:
