Zaruhi Postanjyan, a member of "Heritage" Party Faction, demands from the Armenian President Serzh Sargsyan to personally introduce the draft of the new Constitution as from her point of view he is its author.
"Even the court session is not conducted without the alleged criminal, why is Sarsgyan not present?" Why the lawyers whose goal is to help the president retain his power represent him?" announced Postanjyan. In return, the parliament speaker just recommended Postanjyan to read the law on the parliament regulations.
Artak Zakaryan, deputy from Prosperous Armenia Party, on his turn, reminded that according to the same law, the President's representative should introduce the draft. Nevertheless, Postanjyan insisted that President attends the discussions on Constitutional Reform.
To recall, on August 20, the Commission for Constitutional Reforms approved the draft constitutional reforms and the rationale, and then submitted them to Armenian President Serzh Sargsyan. On August 21, Serzh Sargsyan submitted the draft Constitution for consideration of the Parliament. The President held consultations with the representatives of the Prosperous Armenia Party, Orinats Yerkir Party, ARF Dashnaktsutyun, Pan-Armenian National Movement, Free Democrats Party, Christian Democratic Union, and other forces. The Armenian National Congress and the Heritage Party rejected the invitation to attend the consultations and expressed an intention to join "No!" movement, which comes out against the reforms.
The amendments to the Constitution drafted by the Presidential Specialized Committee for the Constitutional Reform was put on agenda of the autumn session of the Armenian Parliament on September 11, after being approved by the Parliamentary Commission for State and Legal Affairs. Official representative of the Armenian President in the Parliament related to the constitutional reform issues, member of Specialized Committee Vardan Poghosyan was appointed as the keynote speaker.
