Սերժ Սարգսյան. Ռազմական բաղադրիչի զարգացման ռազմավարության մշակումը ՀԱՊԿ պատասխանատվության ամբողջ տարածքում անվտանգության եւ կայունության հասնելու հնարավորություն է

 ՀԱՊԿ ռազմական բաղադրիչի օրինաչափ զարգացումն ու կատարելագործումն, անկասկած, կնպաստի կազմակերպության պատասխանատվության գոտում կայունության ու անվտանգության ապահովմանը եւ դրա հեղինակության բարձրացմանը միջազգային անվտանգության համակարգում: Այդ մասին ասվում է ՀՀ նախագահ Սերժ Սարգսյանի ողջույնի ուղերձում ՙՀԱՊԿ ռազմական բաղադրիչի ձևավորման քաղաքական-անվտանգային ուղենիշները՚ երկրորդ ռազմավարական քաղաքական համաժողովի մասնակիցներին:

ՙՀԱՊԿ հավաքական անվտանգության խորհրդի որոշումների հետևողական և համալիր իրագործումը թույլ կտա կատարելագործել կազմակերպության մեխանիզմները 21-րդ դարի նոր մարտահրավերների ժամանակակից բացահայտման, կասեցման ու կանխարգելման նպատակով: Այդ որոշումները հիմնվում են ՀԱՊԿ շրջանակներում միավորված պետությունների հանրության անվտանգ և հաստատուն զարգացման կենսական խնդիրների համակարգային վերլուծության վրա և կանխորոշում են մեր հավաքական անվտանգության համակարգի զարգացման գլխավոր ուղենիշները: Այդ առումով, համոզված եմ, ՀԱՊԿ երկրների առաջատար մասնագետների և մեր հարգարժան գործընկերների երկրորդ ռազմավարական քաղաքական համաժողովը թույլ կտա իմաստավորել վերը նշված որոշումների իրագործման գործնական կարևորությունը և մշակել գիտական մոտեցումներ դրանց իրականցման նկատմամբ՚, - նշվում է նախագահի ողջույնի ուղերձում:

Սարգսյանը գոհունակությամբ նշել է այն փաստը, որ Հայաստանը, ՀԱՊԿ գծով մյուս դաշնակիցների հետ միասին, դարձել է համընդհանուր ճանաչման արժանացած ակադեմիական հարթակ կազմակերպության նորացմանը նպատակաուղղված ստեղծագործական գաղափարների փոխանակման համար` համապատասխան դրա` նոր որակի հավաքական անվտանգության ժամանակակից բազմաֆունկցիոնալ միջազգային համակարգի նպատակաուղղղված փոխակերպման տրամաբանությանը: ՙՄեր պետությունների բարձր որակավորում ունեցող գիտնականների համատեղ աշխատանքն արտացոլում է առաջավոր դիքրերում լինելու ՀԱՊԿ ձգտումը` եվրասիական տարածքում խաղաղության և անվտանգության երաշխավորման առավել արդյունավետ ուղիների որոնման գործում: Մեր կարծիքով, ՀԱՊԿ-ի ռազմական բաղադրիչի զարգացման ռազմավարության մշակումը թույլ կտա բարձրացնել անվտանգության եւ կայունության հասնելուն ուղղված համագործակցությունը ՀԱՊԿ-ի ամբողջ տարածքում՚, - նշվում է Հայաստանի նախագահի ուղերձում:

Հունիս 26-ին Երևանում աշխատանքն է սկսել  ՙՀԱՊԿ-ի ռազմական բաղադրիչի ձեւավորման քաղաքական- անվտանգային ուղենիշները՚ երկրորդ քաղաքական ռազմավարական  համաժողովը: Համաժողովի մասնակիցներին ողջունել են ՀՀ պաշտպանության նախարար Սեյրան Օհանյանը, Ազգային անվտանգության քարտուղար Արթուր Բաղդասարյանը, ՀԱՊԿ գլխավոր քարտուղար Նիկոլայ Բորդյուժան: Համաժողովին ելույթներով հանդես կգան պաշտպանության նախարար Սեյրան Օհանյանը, ՀԱՊԿ-ի գլխավոր քարտուղար Նիկոլայ Բորդյուժան, Հայաստանի արտգործնախարարի տեղակալ Շավարշ Քոչարյանը: Համաժողովը կավարտվի հունիսի 27-ին` արդյունքների ամփոփմամբ: Համաժողովի կազմակերպիչներն են ՀՀ ՊՆ Դրաստամատ Կանայանի անվան ազգային ռազմավարական հետազոտությունների ինստիտուտը, ՀԱՊԿ-ի Քարտուղարությունը և ՙՀԱՊԿ-ի ինստիտուտ՚ ոչ առևտրային կազմակերպությունը:
