 Փոքր ՀԷԿ-երը վնաս են հասցնում Հայաստանի էկոհամակարգերին, ԱրմԻնֆո-ի թղթակցի հետ զրույցում նշել է ՀՀ ԳԱԱ Կենդանաբանության և հիդրոէկոլոգիայի գիտական կենտրոնի տնօրեն Բարդուխ Գաբրիելյանը:

Մասնավորապես, փորձագետն անթույլատրելի է համարել ձվադրման գետերի վրա փոքր ՀԷԿ-երի կառուցումը: Գաբրիելյանը նշել է, որ ելնելով ՙԿենդանական աշխարհի մասին՚ օրենքից, արգելվում է օբյեկտների կառուցումն այն վայրերում, որոնք բնակատեղի են ծառայում էնդեմիկ և անհետացող կենդանատեսակների համար: Այնուամենայնիվ, գործող օրենսդրությունը խոչընդոտ չի հանդիսացել Սևանի ավազանի գետերում մի շարք ՀԷԿ-երի կառուցման համար, որոնք ձվադրատեղ են Սևանի իշխանի, միրոնի և այլ ձկնատեսակների համար: Ինչպես նշվել է, հիշյալ ձկնատեսակներն էնդեմիկ են և գրանցված են Կարմիր գրքում և IUCN Կարմիր ցուցակում:

Այդ ՀԷԿ-երի բացական գործոնը, մասնավորապես, ձկնանցարանների բացակայությունն է, ինչի պատճառով ձկները չեն կարողանում հասնել ձվադրմանը: Գաբրիելյանի խոսքով, դեռ անցած տարի Սևանա լճի պահպանության փորձագիտական հանձնաժողովը Սևանի ավազանում ՀԷԿ-երի աշխատանքի վերաբերյալ մի շարք առաջարկներ է հնչեցրել, սակայն մինչ այսօր որևէ կոնկրետ քայլ այդ ուղղությամբ չի արվել: Փորձագետը նշել է, որ հիդրոէլեկտրակայաններն ավելի ճիշտ կլինի կառուցել ջրահոսքերի վրա, ինչն անվտանգ կլիներ ձկների համար:
Բացասական գործոնների թվում Գաբրիելյանը նշել է այն, որ փոքր ՀԷԿ-երի գործունեության հետևանքով փոխվում է ջրի ջերմաստիճանը, ինչն ազդում է էկոհամակարգի վրա:

Փորձագետները բազմիցս նշել են փոքր ՀԷԿ-երի աշխատանքի մինուսները: Դրանց զոհ է դարձել  ՙԱրփի՚ ազգային պարկը, որ ներառում է լեռնային տափաստաններ, գետեր, ինչպես նաև նախաալպիական և բարձրլեռնային ալպիական մարգագետիններ: 2012 թ. Ախուրյան գետի վրա փոքր ՀԷԿ-երի գործունեությունը հանգեցրել է Արփի գետի մակարդակի իջեցմանը, իսկ երկու կղզիները, որտեղ ձվադրում են կարմիրգրքյան գանգրափետուր հավալուսնը և հայկական որորը, վերածվել են թերակղզու:

Հիշեցնենք, որ փոքր ՀԷԿ-երի մի քանի նախագծի դեմ արդեն բողոքի զանգվածային ակցիաներ են տեղի ունեցել: Դա, մասնավորապես, Թռչկանի ջրվեժի վրա ՀԷԿ-ի նախագիծն է, որի իրականացումից Բնապահպանության նախարարությունը հրաժարվեց հասարակության ճնշման ներքո: Անցած տարի բողոքի իրենց խոսքն ասացին Տավուշի մարզի մի շարք գյուղերի բնակիչներ. նրանց դժգոհությունն էր հարուցել Աղստև գետի Պաղջուր վտակի վրա ՙԽաչաղբյուր-2՚ ՀԷԿ-ի կառուցման ծրագրերը: Բողոքի ակցիայից հետո որոշվել է վերանայել այդ նախագիծը:
